Job Summary:
Train and assist the Afghan Ground Forces Command (AGFC) Joint Operations Center (JOC) personnel in synchronizing and coordinating offensive and defensive Information Operations (IO) with the overall IO operation.

BACKGROUND The Afghan National Army (ANA) Ground Forces Command (GFC) must be established in a logical, progressive manner that allows for smooth transition of Command and Control (C2) from the General Staff (GS) and National Military Command Center (NMCC), to the ANA GFC while supporting eventual transition to Afghan leadership of security operations. The ANA GFC will eventually enhance C2 of combat operations in the long term, but cannot de-synchronize current C2 relationships. Fielding of the ANA GFC will be accomplished in three phases; Stand-up, Initial Operating Capability (IOC), and Full Operating Capability (FOC) with eventual assumption of full operational C2 of allocated forces. Each phase is conditions and capabilities based. The last two phases will be formally certified by Ministry of Defense (MoD), Chief of General Staff (CoGS), and the Commander International Joint Command (IJC) (COMIJC). The ANA GFC Mentor Team will have two primary roles: 1) prepare their Afghan partner to carry out his assigned position duties at IOC and FOC and; 2) assist their Afghan partner to conduct mission analysis and planning to establish the ANA GFC including: Task Organization (Tashkil), Mission, Mission Essential Tasks (METL), C2 relationships with the MoD, GS, NMCC, Afghan Air Force (AAF), Afghan Special Operations Command (ASOC), ANATC, Logistics and other Commands, Afghan National Police (ANP), National Directorate of Security (NDS), Governmental and Non-Governmental Organizations (NGO), CF and other stakeholders.

Principal Accountabilities:
Assist ANA in developing job descriptions of each position to include daily, weekly and monthly duties; prepare and adopt Standard operating Procedures (SOP), and conduct Battle Command and Staff collective training in preparation for the successful evaluation of the new organization in Staff Exercises (STAFFEX), Command Post Exercises (CPX) and Mission Rehearsal Exercises (MRX) to validate Initial Operating Capability (IOC) and Full Operating Capability (FOC).
Assist, as needed, the IJC Senior Advisor in making timely recommendations to the Commander (CDR) AGFC (COM AGFC) on timeline, essential tasks and staff guidance.
Advise, articulate, instruct and lead the CDR and staff in the Military Decision Making Process (MDMP).
Provide weekly updates to IJC Security Partnering (SYPRTN) on the progress of the ANA GFC to include timelines, milestones, and current issues; including way-ahead recommendations.
Provide monthly reports to IJC SYPRTN on initiatives and accomplishments, way ahead and resources required.
Assist COMAGFC to establish the mission, roles, authorities and interdepartmental relationships of the AGFC.
Assist in the development of a Tashkil based on Doctrine, Organization, Training, Material, Leadership, Personnel and Facilities (DOTMLPF) analysis corresponding to each phase.
Determine criteria for evaluating phase completion including timeline and Training and Evaluation Outlines (T&EOs) and provide recommendations to COMAGFC and IJC SYPRTN.
Provide appropriate professional advice to the COMAGFC and staff to develop core Battle Command and Staff capabilities, to include Command Post Functions, MDMP, command policies and procedures, leadership, knowledge and planning, execution, training guidance and training plans in accordance with IJC, and evaluation and assessment cycles.
Provide timely advice in support of continuous improvement of Battle Command and Staff capabilities to IJC SYPRTN and COMAGFC.
Provide tailored guidance and instruction to AGFC and staff on the methodologies for maintaining a Common Operating Picture (COP), processing reports and returns, preparing guidance, instructions, directives and orders to subordinate commanders.
Provide Guidance to AGFC and staff on collection, input, preparation and execution of all formal After Action Reviews (AAR).
Maintain a thorough understanding of the Commanders Unit Assessment Tool (CUAT) and the Readiness Reporting System (RRS) to assist the AGFC in provide timely data on unit status and integrate other assessment tools for a common and accurate Readiness Definition Level (RDL) rating.
Mentor on pre and post IOC and FOC duties and responsibilities.
Conduct and have daily interaction with the military advisors, respective GFC Staff Officer assigned to support, receive and accomplish tasks assigned by the military advisors assigned to the respective staff section.
Provide guidance to the COMAGFC and Staff while assisting the military advisors in the Certification/Validation process of GFC to achieve IOC and FOC.
Conduct Officer /Non Commissioned Officer (NCO) development programs and leadership and education training based on phase assessment.
Assist the military advisors in identifying training and education gaps within their staff section and developing training plans to address these gaps.
Develop a mentor relationship with assign GFC Staff member; teach, coach, mentor that staff member and their subordinates to understand their responsibilities, perform their assigned tasks, and produce staff reports and products, to improve overall staff capabilities of the GFC.

OTHER or ADDITIONAL RESPONSIBILITIES
Train and assist the ANA JOC personnel in synchronizing and coordinating offensive and defensive IO with the overall IO operation and analysis of theater-operational and national-strategic information and recommending IO adjustment as necessary.
Develop JOC IO battle drills; train and assist ANA JOC personnel in implementation and planning while executing of JOC battle drills; coordinating IO elements and related duties for the Chief of Staff.
Train and assist JOC personnel in IO techniques to develop and maintain situational awareness of all combat operations; and the synchronization of current and future operations to include: coordinating with other Afghan agencies and the GFC’s Harmony Center.
Train and assist the ANA JOC personnel in the synchronizing and coordinating offensive and defensive IO with the overall IO operation and analysis of theater-operational and national-strategic information and recommending IO adjustment as necessary.
Other duties deemed necessary by management.

Knowledge & Skills:
Excellent written and verbal communication skills required.
Ability to provide templates and guidelines for creation and implementation of new governmental policies; implement staffing procedures; and prior experience assisting and mentoring at senior levels required.
Must demonstrate creative problem solving skills and the ability to work independently or as part of a team equally well.
Proficient office automation programs such as MS Office, PowerPoint, Excel, Microsoft Word.

Physical Requirements:
Must meet all physical, medical and other requirements for overseas deployment in accordance with current Department of Defense (DoD) regulations.
Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months.
Dental and medical readiness must be up to date.
Must maintain a current US Passport.
Must be able to lift 50lbs.
Posses the ability to work in a cramped office environment and in an austere environment.
Must be able to travel throughout Afghanistan

Experience:
Command and General Staff and War College degrees, and other Service comparable are desired.
Former 03 / 04 Officer, or equivalent civilian contractor with Brigade, Division or Higher Staff experience or other primary staff responsibility for IO planning and execution in a Brigade Tactical Operation Center, Division or Corps Main Command Post or higher highly desired.
Qualified FA 30 or experienced IO Officer desired.
Former combat arms highly preferred.
Experience as a staff officer at Division or above level desired.
Prior supervisory experience desired.
Experience in program or project management desired.
Experience in professional development in regards to training and working with Middle Eastern or Asian cultures is desired.
Individuals with joint and combatant level assignments are preferred.
Recent experience in Iraq or Afghanistan conducting training is desired.

Education: Bachelor’s degree is required, a Master’s degree is desired.

REQUIREMENTS:
Must be eligible for SECRET Level Security DoD Clearance (previously granted and never revoked or suspended).
