Job Summary:
The Naval School Explosive Ordnance Disposal (NAVSCOLEOD) requires education and training services to support its mission in training officers and enlisted personnel in the U.S. Navy, Marine Corps, Army, and Air Force; certain DoD civilian personnel; and select international military students in the most current procedures for the detection / location, identification, render safe, recovery, technical evaluation, and disposal of conventional surface and underwater ordnance, both foreign and domestic.
Summary of Essential Job Functions:
Conduct training and provide instructional support for the specific NAVSCOLEOD Divisions using government furnished instructional materials, equipment and Navy instructional methodologies to produce graduates who satisfy the NAVSCOLEOD published mission and meet the performance and course completion standards of the established learning objectives.
Provide instructional support for each NAVSCOLEOD Division, including carrying out teaching assignments; classroom, student, and course administration; classroom safety and security procedures; testing, grading and evaluation; remediation; retesting; student record documentation; equipment maintenance; physical inventory; curriculum surveillance / maintenance; interim changes; and scheduling of ranges and munitions required to support instructional/lab training for students.
General duties include:
Conduct training using the learning materials provided and the instructional methodologies listed in course control documents.
Maintain an orderly, professional atmosphere in all classrooms and laboratories.
Instructor duties require moderate physical exertion, such as long periods standing, walking over rough, uneven, or rocky surfaces; requiring bending, crouching, stooping, reaching, or similar activities in all types of weather conditions ranging from very hot to very cold. The work requires lifting of items up to 50 lbs., such as tools and inert ordnance items. The work may require specific, but common, physical characteristics and abilities, such as average agility and dexterity.
Maintain currency in technical expertise and training techniques. Maintain proficiency in instructional techniques as set forth in Navy Instructor Training Course or equivalent, and in the use of training aids, equipment, devices, and instructional materials necessary to teach assigned topics. Attend on and offsite meetings, conferences, symposiums and training funded by the government to maximize expertise and maintain proficiency.

Conduct the Courses of Instruction applicable to the training support required for each NAVSCOLEOD Division per the COR’s designated representative who will publish the instructor load/work schedule identifying instructor requirements for the following courses, including:
Explosive Ordnance Disposal Basic (Navy)

Army Explosive Ordnance Disposal Basic (Surface)
Army Explosive Ordnance Disposal Basic – Nuclear
Explosive Ordnance Disposal International Biological / Chemical Course

Advanced Improvised Explosive Device Disposal
Assume duties and tasks such as Range Safety Supervisor (RSS), and receive arms, ammunition and explosive (AA&E) training in performance of daily duties that are commensurate to experience, qualifications and position. Qualified instructors will also be able to support underwater/dive operations based on experience and current qualifications/certifications.
Required Experience / Qualifications:
Graduate of NAVSCOLEOD and either the Navy’s Instructor Training (IT) Course (A-012-0077), Army’s IT Course (131-ITC-1) or the Air Force’s IT Course (E3AIR3S200 069).
High school diploma or equivalent (i.e., GED)
Successful performance in an equivalent or directly related specialty for at least six (6) years and be recognized as a Senior EOD technician.
Up to three (3) years experience as a classroom/practical area instructor, with demonstrated understanding of instructor roles and responsibilities and how to prepare for a classroom following Standard Operating Procedures (SOPs).
Pass a physical and mental examination as a condition of employment. Individual cannot have seizure disorders, abnormal and uncorrectable near vision, be colorblind or have substantial hearing loss (hearing aid is acceptable). In accordance with NETCINST 1500.20D, a psychological evaluation will be required due to the high-risk nature of this course.
Successful screening for “drug free” employment, both initially (pre-employment screening) and then randomly during the course of performance.
Direct experience in conducting group-paced, criterion-referenced, Instructor-managed, 8 hour format, lecture and laboratory type instructional systems that utilize firmly established training procedures in accordance with the Navy Instructor Training Course, CIN: A-012-0077 (previously A-012-0011)
All instructors and instructor supervisors that work with Technical Training Equipment (TTE), including audio visual, in the classroom/laboratory shall be adult-level Cardiopulmonary Resuscitation (CPR) certified in accordance with standards of the American Heart Association.
Instructors providing remediation must be qualified in area of student academic problems.

Instructor Qualification and Certification Requirements:
The instructor must be qualified and certified by the Government in his/her technical areas/ courses prior to assuming podium responsibilities. All instructors shall be qualified to teach in terms of both quality of the instructional skills and technical proficiency in the subject(s) assigned. The amount of time required to qualify an individual instructor may vary based on the individual’s experience. Individual qualification requirements will include completion of command and course indoctrination; demonstration of familiarization with lab, equipment, and safety procedures; personalization of instructor guides; completion of knowledge and performance tests (pass with an 85 percent score) related to the area assigned to teach, auditing specific lesson topics; and CPR certification. Additionally, since instructors will be working in a high-risk environment, they will be required to have passed a complete physical examination prior to certification. At contract start up, instructor qualification and certification must be completed no later than 30 days after the contract start date. All instructors must be fully certified and capable of assuming podium responsibilities as the lead instructor.
Preferred Experience/Qualifications:
Instructors that have held prior instructor certification as Navy Master Training Specialist or Air Force/Army Master Training Instructors.
Unique Requirements for Specific Courses of Instruction:
Explosive Ordnance Disposal International Biological / Chemical Course: Instructors assigned shall be instructor qualified, and have experience operating a personal computer with CD ROM, LAN server, various electronic training equipment, test equipment to include oscilloscopes, analog and digital multimeters, and various instructional media materials to include televisions, VCR’s and overhead projectors. Instructors must also be Subject Matter Expert qualified in the different areas of Basic Electronics Technology, to include Math Assets and American Red Cross Adult CPR.
Advanced Improvised Explosive Device Disposal: Instructors assigned shall be instructor qualified, and have experience operating a personal computer with CD ROM, LAN server, various electronic training equipment, test equipment to include oscilloscopes, analog and digital multimeters, and various instructional media materials to include televisions, VCR’s and overhead projectors. Instructors must also be Subject Matter Expert qualified in the different areas of Basic Electronics Technology, to include Math Assets and American Red Cross Adult CPR, Robotic maintenance, repair and X-ray procedures.
