Position Description
Position Duties Police and Prosecutor- Ministry of Security Executive Advisor The duties of the Police and Prosecutor - Ministry of Security Executive Advisor will be to review current legislation affecting law enforcement organizational structures, functions, and missions; brief the Program Manager and make recommendations for changes; draft proposed amendments to legislation; draft new legislation in support of ICITAP initiatives; and represent ICITAP at working groups on legislative reform that are organized by the Ministry of Security. The Advisor will help meet the goal of strengthening Bosnia-Herzegovina judicial and law enforcement institutions for sustained and effective action against criminal activity, including narcotics and human trafficking, money laundering, public corruption, organized crime and terrorism. This goal will be met by working to develop police and prosecutor teams throughout BiH at the state and entity levels. This may also reach down to the municipal level courts on an as needed basis that will be determined by the types of cases being heard at that level and the expressed interest of the Embassy. The Advisor will work with the Minister of Security and his staff, providing advice on implementation of democratic standards and community oriented policing. The Advisor will provide the Minister and his staff with alternative solutions to problems, and assist them through the decision making processes, stress long-range planning, and guide them in the development of their subordinates. The Advisor will assist as they continue to establish the organization, to include reviewing their personnel evaluation system and budget planning and preparation. The new agency will need assistance with the development of their capabilities to provide policy oversight to all police agencies throughout BiH. Special emphasis will be needed to develop effective working relationships between the state level agencies, State Investigation and Protection Agency (SIPA) and State Border Service. The Advisor will work to improve the status of females in the police forces of BiH. One goal is to increase the number of women in police from 6.3% to at least 10% by the end of 2012. This will be accomplished by: · sponsoring meetings of the Women in Police (WOP) association in BiH, · running a selection campaign for the next International Association of Women Police (IAWP) conference scheduled for August 2012, · promoting awareness for women's issues, · reviewing legislation for possible changes in the recruiting and selection processes, · conducting a survey to determine the primary reasons for the poor retention rates for women in BiH law enforcement and developing a strategy for improving the retention. The Advisor will brief the ICITAP Program Manager on issues related to law enforcement legal issues. The Advisor will attend meetings and liaise with local law enforcement agencies and other international agencies currently working on legal issues relating to Bosnian law enforcement roles and responsibilities. The Advisor will be the primary ICITAP representative to the steering boards and working groups established by the Ministry of Security. The Advisor will be responsible for identifying existing weaknesses in the legal process that directly or indirectly prevent Bosnian Law Enforcement Agencies from carrying out their duties in an efficient and effective manner. The Advisor will focus on the assessment of required amendments, changes to existing law enforcement rules, regulations and laws governing Data Protection, the sharing of data and ownership of data issues within the auspices of the Ministry of Security. The Advisor will focus on the assessment of required amendments, changes to existing law enforcement rules, regulations and laws governing Labor Laws, in particular, the hiring and dismissing of law enforcement personnel. The Advisor will focus on the assessment of required amendments, changes to existing law enforcement rules, regulations and laws governing the sharing of Biometric Data with other authorized personnel on matters relating to immigration, visa applications and other related issues under the auspices of the Ministry of Security. The Advisor will focus on the assessment of required amendments, changes to existing law enforcement rules, regulations and laws governing the collection, control and disposition of evidence. The Advisor will provide expert advice and assist with the development of written policies and procedures in conjunction with the Regional Legal Advisor with the Department of Justice Office of Oversees Prosecutorial Development, Assistance and Training (OPDAT), the Ministry of Security, and the local working group formed for this purpose. The Advisor will work with other ICITAP Advisors when their duties cross in the area of training, assisting with the development of curricula, selection of appropriate participants and scheduling of classes. The Executive Advisor will assist the Ministry of Security in its efforts to establish policy regarding the build-out of a nationwide security network. The Advisor will complete other duties assigned by the Program Manager.
