Requirements
MPRI is seeking former USCG/USN Officer (O-4 to O-6) to serve as the Maritime Operations & Training Advisor/Developer in Equatorial Guinea. DoD or DoS 3/3/3 level (or functional equivalent as determined by Project Manager)-Spanish language (Latin American, Caribbean, Castilian, or Afro-Hispanic) proficiency is required. Military Experience: USCG candidates: Some combination of operational maritime Search and Rescue/Law Enforcement/Environmental Response experience gained as a member of USCG District or Sector Operations Center, District or Sector Response Department staff, or underway USCG cutter ship’s company. Some combination of experience on Headquarters, Area, District, or Sector staff that included development and fleet implementation of operational doctrine, policy, instructions and/or Standard Operational Procedures. Knowledge of, and some degree of experience with, response boat operations, military course curriculum development and instruction, operational exercise design and execution helpful. USN candidates: Experience as member of Operations Department or Boarding Team on USN cruiser involved with underway Caribbean or Eastern Pacific Search and Rescue/Law Enforcement operations, or maritime combat/interdiction operations in the Persian Gulf. Any experience in anti-piracy operations and knowledge of and experience with small boat operations helpful. Some combination of experience at fleet or a major Navy or joint command that included development and fleet implementation of operational doctrine, policy, instructions and/or Standard Operational Procedures. Knowledge of, and some degree of experience with, response or riverine boat operations, military course curriculum development/instruction, and operational exercise design and execution helpful.

Position Description
*****************************Required FLUENT SPANISH (reading, writing, and speaking) at a 3/3 level or higher*************************** Advisor to and educator of the naval component of the armed forces of Equatorial Guinea, a small coastal nation with recently acquired energy production wealth, emerging as a regional political/economic power in the West-Central region of Africa. Duties include on-going analysis of the naval force and the development of recommended naval doctrine, policy, and operational procedures to assist the currently small naval force in its professional development and rapid modernization to meet its rapidly growing mission requirements to defend the nation and project its presence in its very large Economic Exclusive Zone. This includes the development and teaching of a wide range of military courses related to recommended doctrine, policy, and procedures accepted by the host nation naval leadership to both officers and enlisted personnel, and the development and facilitation of small and medium scale table top and live exercises to re-enforce learning and proficiency. Position requires regular engagement with senior naval leadership on current issues. Secondary duties: Position requires periodic service as Duty Officer of team compound and performance of additional collateral duties of an administrative nature and occasional special projects as determined by the Project Manager.
