Background:

The Effective Development Group (EDG), a sister company to GRM International, is delivering support to DFID’s 5-year £60m Security Sector Accountability and Police Reform Programme (SSAPR) in the Democratic Republic of Congo.

The programme requires an international academic researcher in the area of SSR or police reform to design a process that invites local researchers to participate in the reform process, and to accompany the chosen local researchers in their work, to have them defend their results and to present their results.


This position will be in charge of:

1) Preparing in Kinshasa a public call for research proposals

2) Evaluating the proposals received remotely

3) Discussing in Kinshasa with the researchers their results

4) Preparing a final report on his activity for SSAPR.



Reporting to: Team Leader/ Deputy Team Leader

Number of Work Days: 35 work days

Commencement Date: 15th August 2011

Length of Availability: 4 month period

Number of Inputs: three: 2 weeks in Kinshasa in August, 1 week remotely in October and 4 weeks in Kinshasa in November/December

Geographical Area: DR Congo (Kinshasa)

The successful candidate will demonstrate:

More than 10 years of consultancy in African countries or significant permanent involvement in non African police reform projects;
Evaluation or assessment experience required;
Substantial practical exposure to community policing concepts is mandatory.
Fluent in French is essential
