Job Summary: 

The Security Manager is responsible for developing, implementing, and overseeing security policies and procedures for MedGlobal headquarters and country offices, instilling a robust culture of security awareness and preparedness across the organization. This role ensures that MedGlobal teams are recognizing and mitigating, to the greatest extent possible, security risks to staff and the communities we assist, as well as to our assets and working spaces. The position stays current with best practice in the sector and changing patterns of security risk and ensures that MedGlobal maintains compliance with international security standards. The Security Manager works closely with country office teams, leadership, and external security networks to assess threats, provide training, and coordinate response strategies for crisis situations.

Main Duties And Responsibilities 


Security Strategy & Policy Development:
Develop and implement security policies, procedures, and risk mitigation strategies for HQ and country offices.
Ensure security plans align with MedGlobal operational needs and international best practices.
Ensure maintenance and update security risk assessments related to program activities with the support of field office teams.
Being technical referent and advisor for all security managers and officers present in countries of operation.
Provide guidance on security-related budget needs and resource allocation.

Risk Assessment, Risk Responses & Crisis Management:
Conduct security risk assessments for new and existing country operations and actively participate in access discussions advising CD and/or country security focal point.
Develop and manage crisis/incident response plans, including emergency evacuations, natural disaster response, and conflict mitigation.
Responsible to lead the Crisis Management Committee in case of security incident involving HQ or Field personnel. Ready to be deployed if situation requires closer support.
Act as the primary security focal point for emergency situations and coordinate responses with relevant authorities and stakeholders.
Establish communication protocols for security incidents and ensure timely reporting.
Conduct security risk assessments for new countries and with the support of the mission´s team for existing country operations.
Support field security focal point to conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards
Support field offices in understanding and using MedGlobal Security Framework and related security management tools.
Support field offices in maintaining updated ‘live’ risk assessment overviews for their contexts.
Support field offices in developing and maintaining various mitigation plans (security and safety plans) and the contingency plans required on the ground (security evacuation, hibernation, and incident response).
Special attention will be given to establishing and maintaining a clear and tailored communication protocol for security incidents and timely reporting.
Critical incident Management: As a guarantee of the critical incident response principle, ensure that preparedness at both HQ and field levels is effective (training, equipment). During a critical incident, you serve as an advisor to the HQ team and assume the necessary role in the setup in accordance with the needs and requests from the Executive Director in close coordination with security focal points, r. esponsible for providing weekly global field security updates and/or briefings to Senior Leadership Team

Training & Awareness:
Develop and deliver security training for staff (HQ and field level), including (non-exhaustive list: personal safety, travel security, Context analyses and Risk analyses, security emergency preparedness).
Responsible for providing security in situ training and policy awareness to all field offices.
Ensure all MedGlobal staff are aware of and adhere to security policies.
Responsible for security travel clarence for all international travel to field locations. Including HQ personnel, volunteers, Board members, donors and partners visitors.
Provide security briefings for staff and volunteers traveling to high-risk locations and develop and integrate training if required and possible.

Liaison & Coordination:
Serve as the primary liaison with security agencies, NGOs, UN bodies, and local authorities on security matters at international level. If countries lack staff to liaise with specific security actors at the mission level, in consultation with Country Directors, you could engage with the necessary contacts to support the mission and manage connections accordingly.
Establish and maintain security networks with relevant organizations at international level and in countries of operations, ensuring each security field focal point also have access to UNSS focal points, INGOs security focal points and relevant security and safety networks already in place
Collaborate with country offices to ensure security measures are appropriate for local contexts.
Responsible for advising and mentoring all field security focal points, to increase local staff capacities in the field to perform security and safety roles.

Humanitarian Access Management:
Develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites and include overarching community engagement components.
In line with the humanitarian principles, develop ongoing relationships with appropriate local authorities and other key stakeholders, encouraging collaboration with MedGlobal in ensuring that staff and programs are safe and with permission to continue humanitarian activities as well as visas are provided to expatriates and/or visitors.
Work to ensure that MedGlobal, its mission, and work in all areas of operation are known and accepted.
Provide security and safety technical input and advice on assessments to consider MedGlobal programming in new geographic locations.
Liaise and coordinate with relevant security actors e.g., NGO security staff, security forces, local community stakeholders, and local authorities.

Incident Reporting & Compliance:
Oversee security incident reporting and documentation.
Develop a database system to record incidents for all missions, accessible at both field and headquarters levels.
Ensure compliance with international security standards and donor requirements.
Regularly update MedGlobal leadership on security risks and mitigation strategies.
Provide security briefings or delegate to local security focal point, for staff and volunteers traveling to high-risk locations and develop and integrate training if required and possible.

QUALIFICATIONS AND SKILLS
Bachelor’s degree in security management, geopolitics, political sciences, international relations, risk management, or a related field.
At least 5-7 years of experience in security management, preferably in humanitarian or nonprofit organizations.
Strong knowledge of security risk assessment methodologies and crisis management.
Experience working in high-risk environments and with international NGOs is preferred.
Familiarity with safety and security protocols for humanitarian field operations.
Strong communication and leadership skills.
Ability to work under pressure and handle emergency situations effectively.
Fluency in English required; additional languages (such as Arabic, Spanish, or French) are a plus.
Experience and understanding of the Middle East, Latin America, and East Europe is a plus.
Strong analytical and problem-solving skills.
Ability to assess and mitigate security risks in complex environments.
Excellent interpersonal and cross-cultural communication skills.
Capacity to develop and implement training programs.
High level of discretion and professionalism in handling sensitive security information.
Willingness to travel to MedGlobal country offices and field locations, sometimes on short notice.
Able to visit all field project locations and new areas of operations. This position requires 30%-time field deployment.
Ability to work flexible hours in response to security incidents or emergencies.
