POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):
The purpose of the INL WHA Advisory and Assistance (CARSI), is to provide Subject Matter Experts, Advisors, Monitoring and Evaluation Specialists, and associated administrative work on various projects for the Bureau of International Narcotics and Law Enforcement in WHA countries, in support of the CARSI Initiative. Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries.


Position Overview
The Corrections Warden Subject Matter Expert (SME), will support the Government of Panama as part of the CARSI initiatives for the Department of State, International Narcotics and Law Enforcement (INL), and assist the various Police and Corrections entities in Panama with Professionalism and Capacity Building. This assistance is intended to improve the ability of national authorities to effectively administer corrections systems that adhere to internationally accepted standards and norms and that uphold the rule of law.


Location of work: Panama

This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.


Primary/Major Duties And Responsibilities (Essential Functions)

Support the Government of Panama as part of the Central America Regional Security Initiative (CARSI).
Assist the various Police and Corrections entities in Panama with Professionalism and Capacity Building.


Required Qualifications And Experience
Rank of associate/deputy warden (or equivalent or higher)
U.S. Citizen, TCN, or LN, MRPT certification or RSO Clearance for foreign nationals
Required bachelor’s or higher degree from an accredited college or university in any field with preference given to degrees in criminal justice, social sciences, accounting, or communications.
FSI Level 3/3 English, FSI Level 3/3 Spanish
Graduate of a U.S. federal or state corrections or probation officer academy certified by a POST commission or equivalent, and of at least 120 hours in length.
Must have two (2) years of managerial and supervisory experience as a Deputy Warden or Warden (or equivalent)
One (1) year of experience working on international corrections issues preferred.
Experience working overseas preferred.
Experience working or coordinating with other relevant U.S. government agencies (e.g., Department of Justice, Defense, DEA and/or USAID) preferred.
Experience providing advisory services on rule of law preferred.
