Office/Unit/Project Description

Humanitarian, development, and peacebuilding programmes in Somalia continue to face unprecedented levels of risk as the security situation remains volatile. Despite a series of Government-led offensive operations against Al-Shabaab and recovering some areas that have been under the Al-Shabaab control, the situation remains fluid with Al-Shabaab, in some cases, temporarily retaking locations and continually conducting attacks across the country. This ongoing offensive continues to influence coordination processes such as joint UN-government re/settlement programs, access to FMS locations and project sites, IDP and beneficiary reach, as well as presenting major risks and opportunities to humanitarian, development, and peacebuilding programs.

Created to support UN Agencies, partners and donors manage challenges brought about by Somalia’s devastating famine in 2011, the RMU continues to evolve in the face of momentous local, regional and global events. Over the next six months additional specialist support will be required to meet peak / priority requirements for core support such as partner due diligence and other priority support of recommendations arising from Post-Delivery Aid Diversion (PDAD), Humanitarian Operational Peer Review (OPR) and planned transition of African Transition Mission in Somalia (ATMIS).

The RMU is unique within the United Nations system and has made considerable progress in advancing the risk management agenda for the UN in Somalia.To respond to the need for risk analysis, the RMU is looking for a highly motivated individual risk specialist who can positively contribute to the work of the team, and support the humanitarian and development operations of the United Nations in Somalia.

Under the overall supervision of the DSRSG/RC/HC and reporting to the Risk Advisor / Chief of the Risk Management Unit (RMU) on a day-to-day basis, the Risk Specialist is responsible for assisting in implementing the risk management regime, through the provision of risk analysis and support.

Scope of Work

The Risk Specialist will have the following responsibilities:Identification, assessment and management of operational or business risk. This includes the ability to analyse and interpret complex information, accurately identify issues and trends, make appropriate judgments, and provide relevant recommendations;
Desk review of relevant documentation including profile and other information provided and supplemented, as well as conducts his/her own research on due diligence to make specific recommendatios to the UN agencies Funds and Programmes operating in Somalia.
Gather, analyze, or evaluate information from a variety of public sources, including UN Security Council, investigation reports, law enforcement, or geographic information systems and other sources to complete risk profiles
Quality Relationship Management with key internal and external stakeholders including UN, donors and other funds and programmes, and provide technical support and advice on risk management practices as required, including for the newly established UN Multi-Partner Trust Fund;
Act as RMU Focal Point for the UN Somalia Risk Working Group, working with Risk/Compliace Focal Points to facilitate and track the implementation of risk management strategies and actions, and the pursuit of collective approaches to Risk Management across UN Somalia;
Provide induction and peer mentoring to new and existing RMU staff.
Provide Risk reporting to meet client needs. This includes understanding and implementing the ISO:31000 Risk Management standard and using media most appropriate to the situation and the client’s needs within appropriate timeframes;
Entity management and analysis, including creation of profiles and database development to further support and enhance the Contractor Information Management System.


Institutional Arrangement

The Risk Specialist will have a direct reporting line to the Risk Advisor/Chief of the RMU and under the overall guidance of the DSRSG/HC/RC, in collaboration with the Resident Coordinators Office. The Office Organogram is attached.

Minimum Qualifications of the Successful IPSA
Min. Education requirements

Advanced degree (Masters degree) in international relations, politics, law, law enforcement, defense, security or related field is required Or

A first level university degree (Bachelor Degree) with add 2 years of experience in the above fields will be given due consideration in lieu of advanced university degree
Min. years of relevant work experience

Minimum 5 years(with Master degree) or 7 years (with Bachelor degree) of relevant work experience in compliance and risk management, law inforcement, investigation, or any relevant field is required


Required skills 

Professional experience in an international organization and/or in post conflict environments/developing countries is desirable.
Previous experience in law enforcement and or investigation would be a comparative advantage.[KB1]

Desired skills in addition to the competencies covered in the Competencies section Experience in the international standards on enterprise risk management.
Experience of the principles of Law Enforcement Intelligence Analysis, project management, business planning and reporting, and the ability to apply analytical and strategic thinking.
Excellent analytical ability with consistently demonstrating attention to detail.
Experience in problem solving and decision making in a fast paced environment adopting a flexible and proactive approach and the ability to pre-empt and achieve solution based outcomes.
Experience in Risk Management - the ability to identify, analyze and manage risks at an operational level and identify and communicate in a timely manner, any risk management issues.
Stakeholder Collaboration – a proven track record of building and sustaining a range of strong relationships and providing high quality service delivery.[KB2]
Strong organizational, planning and time management skills in order to multi task competing priorities in a fast paced and dynamic environment[KB3]

Travel:
The Risk Specialist will be based in Mogadishu with travels to the regions as necessary.
