Qualification Master's in An advanced university degree (Master’s degree or equivalent) in law, international relations, social sciences or other relevant discipline is required; (essential).

Sector experience Minimum of 20 years of relevant in international strategy and policy development or research in the area of serious and organized crime, human rights law or criminal law, including through direct work with multi-stakeholders’ bodies at national level is desirable; year/s of demonstrable relevant Policy Making, International Development & Stabilization Work experience (essential).

Geographical experience Minimum of 20 year/s of experience in MENA (essential).

Languages Fluent in Arabic (essential).

Overview of position

Within the Regional Programme for the Arab States to Prevent and Combat Crime, Terrorism and Health Threats and Strengthen Criminal Justice Systems in line with International Human Rights Standards (2016-2021), Sub-Programme III on “Strengthening Crime Prevention and Criminal Justice”, UNODC is implementing the project ‘Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles’ through UNODC program office in Tripoli, Libya .

The project “Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles” aims to strengthen maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles. Maritime crimes and crimes related to maritime border management have been representing an important threat for several years now for Libya and in the Mediterranean region. The proposed overall objective is thus to strengthen the capacity of the Government of Libya in ensuring national security and people’s safety at sea by disrupting maritime crime, through the capacity building of government agencies engaged in maritime operations, including search and rescue (SAR) and law enforcement.

With the mandate to make the world safer from drugs and crime, UNODC is committed to support Member States in the implementation of the 2030 Agenda for Sustainable Development, Goals (SDGs) which draws together various elements into a comprehensive and forward- looking framework and explicitly recognizes the interrelationship between sustainable development and the fight against drugs and crime.

Under the overall guidance of the ROMENA Regional Representative and the Deputy Regional Representative, the Incumbent of this position will support the implementation of the project “Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles” and report to the Head of UNODC Programme Office located in Tripoli, Libya, and the Global Maritime Crime Programme’s Regional Coordinator for the Mediterranean, located in Tripoli, Libya.
Role objectives

.UNODC activties under the project ‘Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles’ support the Libyan government is the operationalization of a Maritime Rescue Coordination Centre.

As such, technical assistance is required, specifically in the technical analysis of radar, communications and other equipement, currently available to Libyan Authority for communication.

The day-to-day technical support and guidance will be done by GMCP MED Regional Coordinator under the overall guidance by the Head of UNODC Libya Office.The incumbent will support the technical assessment of UNODC project “Support for maritime safety and security management in Libya to address all forms of transnational organized crime in line with human rights principles”. This will include:


1. List of of all radar, communications, and related equipment with basic details.
2. Key technical specs for each piece of equipment.
3. Analysis of current equipment efficiency and suggestions for upgrades.
4. Current maintenance and lifecycle status and Analysis
5. Identification of areas needing additional or updated equipment.
6. Examination of potential vulnerabilities in the equipment.
7. Evaluation of system-wide interoperability (integration and compatibility).
8. Assessment of training requirements
8. Final presentation

Collaboration with technical experts and feedback from the Libyan Authority personnel would ensure the accuracy and relevance of the analysis.
