Org. Setting and Reporting
This position is located in the United Nations Mission to support the Hudaydah Agreement. In Hudaydah, Yemen. The Chief Security Officer reports to the Head of Mission.

Responsibilities
Within delegated authority, the Chief Security Officer reports to Head of Mission and is responsible for the following duties:

- Prepares, reviews, approves or endorses security planning and security management documents for the mission, its activities in other designated counties or geographic areas, including all aspects related to elaboration, development, implementation and updating of security plans documents.
- Monitors activities related to the implementation of the approved security measures by personnel of UNMHA.
- Evaluates effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans
- Advises the Head of Mission with regard to all security-related matters and participates in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.
- Maintains close cooperation and collaboration with Chief Security Advisor for Yemen with regard to all security operations and other security related matters and liaises with CS OSESGY.
- Monitors and evaluates office physical security measures and mobile security requirements.
- Ensures availability of emergency communications by making periodic checks to determine if system is functioning properly. Arranges for necessary repairs or adjustments.
- Maintains cooperation and collaborations with national authorities on security matters in areas of UNMHA operations.
- Ensures implementation of UNSMS safety and security policies by all UNMHA personnel.
- Conducts facts finding related to security-related incidents involving UNMHA personnel.
- Coordinates the response to crisis events and security incidents affecting UNMHA personnel, assets and operations.
- Monitors, coordinates and evaluates close protection arrangements for senior UNMHA officials as required.
- Provides security briefings and instructions to all UNMHA personnel.
- Serves as member of Security Cell in countries and areas of UNMHA operations. Coordinates security arrangements for UNMHA, with actors of UNSMS responsible for the safety and security of UN personnel in countries and areas of UNMHA operations Maintains continuing awareness of prevailing local security conditions, identifying probable threats and advising UN staff and other personnel to follow appropriate preventative steps.
- Reviews and monitors activities related to security risk management including the preparation of security risk management process and the development of risk mitigation measures.
- Supervises other security personnel of UNMHA and manages assets and resources of the mission security section and acts as FSCO in support to the Area Security Coordinator functions
- Performs other functions as directed by the Head of the Mission.Competencies

Education
Advanced university degree (Master's degree or equivalent) in security management, International business law, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience
A minimum of seven (7) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment is required.
A minimum of 2 years international field experience in peacekeeping, UN Security Management System OR similar International Organizations within security or related area is required.
Direct experience in United Nations Security Management System with proven crisis management capabilities is desirable.
One (1) year experience in High-Risk Environments/Mission is desirable.Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required.Assessment
