Job Context:
On 15 April 2023, clashes erupted between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), with devastating consequences for civilians. According to IOM estimates, as of 5 May, approximately 736,223 individuals have been displaced internally as a result of the conflict - mainly in the states of Khartoum, Northern, Blue Nile, North Kordofan, North Darfur, West Darfur and South Darfur. The fighting is severely exacerbating the already fragile humanitarian situation in the country. Humanitarian needs had already reached record levels before hostilities broke, with nearly 16 million people in need of humanitarian assistance.
The number of people fleeing Sudan continues to rise. According to IOM estimates, as of 5 May, 177,116 individuals have crossed into neighbouring countries. The most significant cross-border movements so far have been Sudanese refugees arriving in Chad and Egypt, and South Sudanese returning to South Sudan.
Reporting to the program of the country (or the Area Manager) where he/she is based (Chad or Egypt), the Emergency Explosive Ordnance Risk Education (EORE) Project Manager contributes to the implementation of Humanity & Inclusion’s mandate. He/she will contribute to the Sudan crisis emergency response by conducting a rapid needs assessment to identify priority needs related to risk of injury from EO, by identifying strategic priorities for EORE interventions in coordination with the Operations Manager or Area Manager and other HI sector PMs, by recruiting and training qualified staff and launching relevant activities.
He/she will also ensure optimal quality and impact of the EORE interventions implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.
YOUR MISSION:
Missions
Under the responsibility of the Operations Manager of the country (or the Area Manager. Set up to be determined), the emergency EORE Project Manager contributes to the deployment of Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP) activities depending on the country of deployment. He/she ensures optimal quality and impact of his/her projects and compliance with international mine action standards (IMAS). EORE refers to activities that seek to reduce the risk of injury from EO by raising awareness of women, girls, boys and men in accordance with their different vulnerabilities, roles and needs, and promoting behavioral change. Core activities include public information dissemination, education and training. CPP intends to empower individuals to protect themselves against armed conflict (dependent on the context of the country/area of intervention).
In addition, HI may provide EORE for humanitarian actors, if the project is located around contaminated areas in which new humanitarian actors are present to respond to the crisis.
He/she ensures the optimal management of resources allocated to his/her project, and coordinates with HI Logistics, Finance, and Human Resources services for a timely and efficient assistance delivery. He/she regularly reports to the Area Manager and other Managers involved in HI’s strategy implementation in-country (i.e., Rehabilitation, MHPSS, other fields of expertise according to HI’s mandate and evolution of needs).

Organizes and leads regular team meetings.
Manages the recruitment and selection of new team members.
Ensures strict application and respect of the program’s Internal Regulations by the project team.
Mission 2. Expertise:Provides the technical expertise for the project.
Helps to coordinate technical professional development and facilitates a community of practice, in collaboration with the Armed Violence Reduction Division.
Manages relationships with technical authorities, local partners or other stakeholders.
Mission 3. Implementation and Monitoring:Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures.
Ensures project data management.
Ensures project reporting.
Ensures and steers project evaluation and capitalization.
Mission 4. Influence & Communication:Contributes to HI’s external influence by participating in relevant networks.
Communicates on the project to partners, authorities and stakeholders when relevant.
Mission 5. Strategy & business development:
Contributes to program or country operational strategy (StratOp).
Drafts new project proposals for the continuity or expansion of the project.
Contributes to the drafting of new proposals for new opportunities.
SECURITY MANAGEMENT
The Emergency EORE Project Manager will respect the defined security protocol.
YOUR PROFILE:
Qualifications:
• A Master’s degree in International Relations, International Development, Conflicts, Security or similar field.
Experience:
• At least 2 years of field professional experience in humanitarian mine action (EORE, Non-Technical Survey, CPP in an emergency context.
• Proven experience in project management in an emergency context.
Skills:
• Excellent management and communication skills and diplomacy.
• Problem solving skills.
• Ability to produce clear, concise and responsible communication suited to the interlocutor (adult or child) by adapting communication and messages to an intercultural environment and remotely.
• General computer skills (use of MS Office package, Internet, Skype).
• Ability to coordinate with multisectoral teams as well as variety of organisations.
• Knowledge in all areas linked to project cycle: design, proposal, budget...
Language skills:
• Excellent French or English (oral and written) are essential – depending on country of mission. Arabic is a plus.
Personal qualities:
• Autonomous and initiative-taking.
