Result of Service
Contributed to the development of the project workplan and developed an individual workplan;
Provided mentoring and advice to the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) Secretariat, Counter-Terrorism Centre of Excellence (CTCoE) and EAPCCO Member Countries on counter terrorism and organized crime-related issues; supported continuous functioning of the Centre, including building the specialized knowledge and training skills of the Centre personnel;
Substantially contributed to and delivered capacity building activities, such as training workshops, organized under the UNODC project on supporting EAPCCO and its regional counter-terrorism Centre of excellence;
Contributed to the development of online-based knowledge-management and e-learning products to enhance substantive knowledge of law enforcement and criminal justice practitioners in Eastern Africa;
Contributed to and guided the development of the EAPCCO CTCoE regional database on terrorism-related incidents, prosecution, and counter-terrorism legislation in Eastern Africa;
Provided expert input to support the development of a regional trends and situation report on relevant and emerging terrorism threats in Eastern Africa;
Supported the CTCoE to conduct evidence-based research and develop case studies on relevant and emerging trends and topics pertaining to preventing and countering violent extremism, terrorism, and transnational organized crime in Eastern Africa.Work Location

Duties and Responsibilities
Within the assigned authority, the Consultant, under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Prevention Programmes for Eastern Africa and direct supervision of the Programme Officer for Eastern Africa, Terrorism Prevention Branch, and in close consultation with programme staff and consultants, will:

• Develop an individual workplan;
• Deliver mentoring, technical assistance and support capacity building activities for the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) Secretariat, the EAPCCO
Counter-Terrorism Centre of Excellence (CTCoE) and EAPPCO Member Countries on law enforcement and criminal justice responses to terrorism and related areas;
• Provide substantive input, technical advice, and support to develop project workplan, knowledge products, including case
studies and threat assessments, conduct research on terrorism, transnational organized crime and closely related areas.

Qualifications/special skills
An advanced university degree (Master's degree or equivalent) in criminology, law, political sciences, sociology or related discipline is required; A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of fifteen (10) years of professional experience in the law enforcement and/or security service sector is required;
Proven experience in providing technical advice, capacity building and mentoring specifically related to terrorism prevention is required;
Proven experience in conducting research and analysis specifically related to terrorism prevention terrorism and related matters is required;
Experience within the United Nations system and substantive knowledge of the work of UNODC is highly desirable;
Experience of working in conflict zones and a hardship non-family duty station is desirable;
Previous experiences providing support on strategic planning to the security sector is desirable;
Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency is desirable;

Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required. Knowledge of another official United Nations Secretariat language is an advantage.
