Org. Setting and Reporting
This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). The Senior Corrections Officer reports to the Chief Justice and Correction.
Responsibilities
Within limits of delegated authority, and under the supervision of the MINUSMA Chief Justice and Correction, the Senior Corrections Officer is responsible for the Mission’s advisory support to national authorities to improve Penitentiary Administration management and oversight of prison facilities to ensure proper treatment of detainees in accordance with international standards. The Senior Corrections Officer coordinates closely with the Human Rights and Political and Good Governance Units of MINUSMA and works in partnership with the UN agencies, funds and programmes involved in the rule of law sector.
•Provides support to national counterparts in coordinating international assistance in the penitentiary sector and advises on resource mobilization initiatives for improving the corrections system, particularly
through joint programmes implemented by the UN country team.
•Advises national authorities and senior managers of the Mission and the UNCT on the internal reform of the HNP to further develop an independent Prison Administration system.
•Coordinates and leads the development and implementation of joint strategies of the Mission and the UNCT related to strengthening and development of all aspects of the corrections system, including:
implementation of applicable international standards; development and implementation of strategic planning processes; review and development of relevant legislation; rehabilitation of facilities;
management of prisoners and staff; management of critical strategic and operational issues; and supporting the development of effective linkages with the police and the court system.
•These responsibilities will be undertaken by: advising, coaching and mentoring national counterparts; supporting strategic planning processes; monitoring training needs analyses and advising on the
preparation of training and development strategies and an implementation plan; advising on training and development of the national prison management personnel; advising on the design, development
and implementation of the corrections training programs for all levels of staff, including new recruits, supervisory and management staff, non-uniformed administration staff and special units;
•Establishes and maintains contacts and effective relations with national government officials and civil society representatives (including counterparts in the Ministry of Justice and/or other relevant
Ministries, the police, the court system, women’s groups, non-governmental organizations, diplomatic missions and donors, and the media);
•Builds linkages with development partners and donors to ensure seamless transition to long term development support and mobilization of resources where necessary;
•Advises on good prison practice and procedure, including management of critical operational, security issues and the rehabilitation of infrastructure.
•Drafts clear and succinct briefings and reports on correctional matters and ensures the high quality of reports and briefings for senior managers. Oversees the preparation of and ensures the quality of
assessments, policy documents and guidelines;
•Participates in coordination mechanisms at Mission level, maintaining close working relationships with relevant components (human rights, police, justice, gender etc.) and UN agencies, and represent the
Mission as required;
•Oversees the completion of programmatic and administrative tasks necessary for the functioning of the corrections team, including preparation of budgets, reporting on performance and results, managing
and evaluating staff performance, job interviewing and evaluation of candidates;
•Performs other tasks as required.
