The Celestar Corporation has been issued a task order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we’re looking for a Senior Police Advisor (SPA) who will be seated in Istanbul, Turkey. If interested and qualified, we welcome you to post for this challenging opportunity.

BACKGROUND
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision,coordination, and implementation of international criminal justice programs for the U.S. Department of State. INL’s Office of Africa and the Middle East (INL/AME) provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to rule of law and police reform activities in Africa and the Middle East, including working toward U.S. goals and objectives in support of the moderate Syrian opposition.

INL assistance promotes the U.S. foreign policy priorities of degrading and defeating the Islamic State in Iraq and the Levant, and achieving a political solution to the crisis in Syria. Within that context, INL programs address the key mission objective of bolstering civilian capacity to manage routine law and order in areas controlled by the moderate Syrian opposition.

To that end, INL plans to continue to deploy a Senior Police Advisor (SPA) to provide subject matter expertise on police/policing matters to the U.S. Government’s Syria Transition Assistance Response Team (START), specifically in support of START’s efforts to support moderate Syrian opposition community security providers. The SPA will also make recommendations to inform potential future INL civilian security sector programming for Syria.

PERIOD OF PERFORMANCE
The period of performance for this position will be One (1) Year with the option to exercise Four (4) Periods.

POSITION DESCRIPTION
The SPA will serve as a Third Party Contractor for INL/AME. While in Turkey, the SPA will adhere to the direction on all substantive work and activities with the U.S. Government official responsible for management of the START/Public Order Program, currently implemented through the AJACS project.

The SPA, working with the Department program officers and other international donors, will provide substantive subject matter expertise support to START in the management of the Public Order program, currently implemented through the AJACS project. The SPA, at the direction of the START/Public Order program officer, will support the AJACS Secretariat in its management the AJACS’ development of the Free Syrian Police (FSP).

The SPA also will make recommendations to inform potential future INL civilian security sector programming for Syria.

MANAGEMENT OVERSIGHT AND REPORTING
The SPA shall report to the INL/AME Syria Program Officer, the START Project Officer responsible for community security programs, and the START Team Lead for the Near East Asia Bureau’s Office of Assistance Coordination (NEA/AC). The START Project Officer will provide substantive direction and management in the field. The SPA will remain under the administrative management and direction of INL/AME, according to the procedures established in the pre-deployment phase.
The SPA will coordinate with the START Project Officer on all activities and all meetings concerning the FSP or the NEA-managed Access to Justice and Community Security (AJACS) project. The SPA will not be a U.S. government employee and will not perform any inherently governmental functions.

The SPA will not task or direct the work of either START’s AJACS implementer or the program’s third-party monitor, direct the use of U.S. government resources, or introduce new activities. While not a USG employee, the SPA will adhere to security policies that align with U.S. mission travel requirements as set forth by INL, through coordination with START.

DUTIES AND RESPONSIBILITIES
The SPA will support and advise START efforts in the following activities:

As tasked by the START Project Officer, or Project Officer’s designee, the provision of police and community security specific subject-matter expertise to START regarding the current AJACS program, any successor/related programs, and the FSP. Specific objectives will focus on, but are not limited to, the following: The provision of analysis, advice, and recommendations to START regarding the activities being planned and implemented by AJACS. Such advice could include, but is not limited to; assessment of AJACS training and institutional development plans, recommendations on how such plans could be improved, assessment of how activities are being implemented, recommendations on how implementation could be improved, assessments of AJACS capacity to achieve project goals, and recommendations on how such capacity could be improved. Such advice should be delivered to the START Project Officer in a manner that can be used to inform the decision making process of the group of donor representatives who oversee the AJACS project (the Secretariat).
The provision of analysis, advice, and recommendations to START regarding the needs and capacities of the FSP. Such advice could include, but is not limited to, assessments of FSP capacity and recommendations on how such capacity could be improved. Advice should be delivered to the START Project Officer in a manner that can be used to inform the decision making-process of the Secretariat.
Provision of the above analysis and recommendations to START regarding the above should be delivered through formal written reports, subject to guidance from the START Project Officer as to format, length, and focus specific The reports should be designed to inform START and, through its participation, the AJACS Secretariat. The provision of the above advice should be delivered per the instructions and guidance of the START Project Officer; and INL concurrence, the provision of any of the above will apply to any successor to the AJACS program, and/or any related program as identified and directed by START.
Working with the FSP leadership and potentially other opposition entities, at the direction of START as necessary, to address police operational and policy issues, as well as to plan for future local, regional, and national police organizations.
Coordination with the U.S. Government’s Southern Syria Assistance Platform (SSAP) to assess the need and/or feasibility of southern Syria programming.
Engagement, at the direction of START’s Project Officer, of international partners to increase their participation in substantive law enforcement seminars for moderate opposition civilian security providers by: 1) establishing relationships with international police and/or rule of law advisors; and 2) coordinating with these advisors on curriculum development and identification of specific activities and subject matter expertise that other donor countries could provide; the SPA will not/NOT serve as a U.S. representative at policy discussions with international partners.
Assessment of the state of police or civilian security organizations within the moderate Syrian opposition, including competencies and capabilities of various organizations and the degree to which they share objectives and coordinate with one another toward those objectives.
Report, through the use of contacts and other source information, as appropriate, on aspects of the criminal justice system that directly impact the abilities of the moderate opposition Syrian law enforcement entities to carry out their mandates.

MINIMUM QUALIFICATIONS U.S. Citizenship with the ability to successfully obtain a U.S. passport
Bachelor Degree from an accredited institution in criminal justice, business administration, organizational development, or other related field
Fifteen (15) Years’ of experience related to citizen security, major incident or crisis management, legal profession, criminology, and/or public administration
Ten (10) Years’ of law enforcement experience in senior management positions of a medium to large full-service U.S. police department, including strategic planning, operations, management, organizational development, training, and oversight and evaluation and active management of law enforcement
Experience working in U.S. criminal justice assistance programs overseas within the last ten years
Demonstrated experience working in a developing country
Demonstrated experience in development/reform of foreign police organizations, or other relevant experience with foreign police organizations
Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely
Demonstrated ability to liaise effectively with other contractor and grant personnel, staff members of U.S. Government agencies, foreign officials, and international personnel
Demonstrated ability to explain, promote, and defend U.S. Government policies to senior law enforcement officials of other nations and the host country and representatives of international organizations
Demonstrated experience working or coordinating with U.S. Government agencies (e.g., USAID, Justice, State, DHS, and/or Defense)
Proven ability to exercise a high degree of professional judgment, diplomacy, and tact at all times in order to build successful relationships with foreign partners and the international community
Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups
Proficient in Microsoft Office Suite
Physically able to reside in Turkey, including Istanbul, Gaziantep, Adana, or other areas as assigned, and travel frequently throughout the region
Willing to work in a restrictive hardship environment with potential exposure to criminal elements

PREFERRED QUALIFICATIONS Knowledge of Syrian criminal justice system
Knowledge of U.S. Government program implementation mechanisms
Experience working with civil, sharia, and or mixed civil/sharia criminal justice systems
Experience working with European and other international criminal justice assistance missions, programs, and implementers
Proficient Arabic (at the FSI 2 Speaking/2 Reading Level) language communication skills
