Description:
The ICITAP Program in Armenia offers development assistance through a comprehensive and integrated program of training, technical assistance, and equipment donations to assist the Armenian National Police in becoming more professional.

Position Summary:
Amentum is currently seeking a qualified candidate to serve as a short-term/TDY Maritime Patrol Law Enforcement Advisor (LEA) for ICITAP Armenia. The primary responsibilities for the Maritime Patrol Law Enforcement Advisor will be to work as part of a team delivering basic maritime patrol tactical and field training to members of the new Armenian Maritime Patrol Police Unit. The LEA will deliver training both in classroom and on-water locations. The LEA will act as a subject matter expert on Maritime Patrol Policing with an emphasis on safety, officer survival, small boat handling, and tourism-related community policing practices in an inland lake environment. Additionally, the Advisor will identify high-performing Armenian officers to undergo further training as maritime patrol instructors in order to build sustainable training capacity within the Maritime Patrol Unit.

JOB DUTIES AND RESPONSIBILITIES: 
 Assist the ICITAP Mission Advisor with development and delivery of all Maritime Patrol Police training activities and curriculum
Oversee training on safety, officer survival, small boat handling, and tourism-related community policing practices in an inland lake environment.
Deliver advanced training to qualified Armenian officers under a train-the-trainer (ToT) instructor development model to build long-term training capacity within the Maritime Patrol Police Unit.
Develop and maintain close working relationships with Armenian counterparts, providing advice and guidance when appropriate
Closely monitor the development of operations procedures, policies, field and patrol planning operations, and major event planning and execution
Provide consultation as needed to the Ministry of Home Affairs and Patrol Police HQ personnel on issues related to improving delivery of basic Maritime Patrol Police training and in-service training.
Duties may also include facilitating meetings, leading working groups, developing reports and specialized papers, editing manuals and Standing Operating Procedures (SOPs), and conducting briefings.
Other Law Enforcement Advisor tasks as may be necessary

REQUIRED SKILLS AND QUALIFICATIONS:
Degree in law enforcement, instructional design, homeland security, international relations, or a related discipline
Minimum of ten (10) years of law enforcement capacity-development/advisory experience with at least five (5) years of training experience
Experience as an instructor in fields related to maritime policing and development of instructors and support staff at police training facilities
Ability to assess, evaluate, and produce written communications articulating necessary steps to address sustainable staffing, structure, policy, training, and equipment needs of Armenian police personnel tasked with conducting basic maritime police training and in-service training
In-depth knowledge of and experience in conducting training for management, supervision, and conduct of maritime police operations
Ability to operate windows applications, including Microsoft Word, Excel, PowerPoint, and Outlook
Prior international experience and/or the ability to work effectively in a non-traditional U.S. environment (candidates must be willing to travel to Yerevan, Armenia)
Citizenship: Must be able to legally work in the United States without sponsorship and have a valid U.S. Passport
Language Skills: satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures

Desired Qualification:: 
 Experience working abroad is preferred
Experience in planning and delivery of diverse training to include skills training, instructor development, curriculum development, safety procedures, and evaluation for the new Maritime Patrol Police Unit
Excellent drafting and presentation skills to create targeted work plans for Armenian Patrol Police officials
Exceptional interpersonal skills to effectively work with ICITAP staff, host-country nationals, and other individuals and organizations from the international community
Knowledge of and prior experience in Armenia is preferred, but not required.
