Under the overall supervision of the UNDSS Security Advisor/UNMIK Chief Security Officer (SA/CSO), the Security Officer, FS-5 reports to the Deputy Chief Security Officer (D/CSO) for Operations and supervises the Security Planning & Information Analysis Unit, under the Security Information and Operations Centre (SIOC).

Under the overall supervision of the UNDSS Security Advisor/UNMIK Chief Security Officer (SA/CSO), the Security Officer, FS-5 reports to the Deputy Chief Security Officer (D/CSO) for Operations and supervises the Security Planning & Information Analysis Unit, under the Security Information and Operations Centre (SIOC).
Responsibilities
Within limits of delegated authority, the Security Officer, FS-5 will be responsible for the following duties:
• Monitors and report events, activities, incidents pertaining to the safety and security of UN personnel and their eligible dependents at the duty station and specific areas of interest outside the Security Areas;
• Implements the STI cycle and provides early warning to Security and Mission leadership;
• Develops Area-level Security Plans and supporting Annexes and SOPs;
• Develops Area-level SRM and Ad-hoc SRM products;
• Ensures that the Crisis Coordination Centre (CCC) communication equipment is functional and operational at all times;
• Ensures the timely and accurate completion and dissemination of daily/weekly situation/flash reports and security related advisories;
• Monitors and ensures that all mandatory returns and quarterly mandatory reports are updated and disseminated, as required;
• Maintains security listings/database of all UN personnel and their eligible dependents at the duty station;
• Conducts security briefings for UN personnel and their eligible dependents upon initial arrival and refresher briefings, as required;
• Monitors and ensures that UN personnel are in compliance with travel advisories and security clearance procedures, and maintains a tracking system;
• Assists in the development of scenarios for security exercises, as required;
• Assists in the office management and supervision of assigned Unit;
• Assists in planning and organizing assessments to support UN events;
• Assists in the development of security contingency plans;
• Assesses the prevailing local security conditions, identifying security trends and hazards, and advises UN personnel, project personnel and eligible dependents on safety and security issues, as required;
• Serves as a member of the Security Cell, contributing to the implementation and evaluation of the Security Plan, the SRM, and security operations;
• Supports the conduct of Security Management Team and Crisis Management Team Meetings;
• Supports SA-2 with the development of own Security Plan and SRM products;
• Cooperates with other Security and non-Security Units and Sections/Divisions to maintain relevant specific plans and annexes;
• Maintains continuing lines of communication with security focal points and other UN or non-UN stakeholders;
• Prepares and provides daily/weekly security briefings on all operational activities;
• Assists the Fire Marshal on fire evacuation plans, as required;
• Identifies gaps in the existing operational capability and makes recommendations for amendments, where necessary;
• Contributes to the planning process of protective services for Senior UN Officials (SUNO), and drafts PSRAs, as and when required;
• Assists in the implementation and updating of the warden system at the duty station;
• Performs other duties as tasked by the SA/CSO and DCSO.
