The Department of HROS is the central management and coordinating function for Human Resources and Office Services delivery and for organization-wide security of IDLO employees and offices. This includes the development and implementation of policies in line with organizational strategy and management plans, training and awareness building of safety and security measures, support to country offices during crisis situations.

Under the direct supervision of the IDLO Security Advisor, the Security Coordinator will play a key role in the delivery of IDLO’s security strategy and in implementing security workplans at HQ and in Country Offices. The Security Coordinator will also support the IDLO Security Management Team, and provide support during times of increased threat or incident management, coordinating emergency responses to ensure the safety of IDLO employees and the protection of critical IDLO assets.

The incumbent will carry out the following duties and responsibilities.

Ensures that IDLO HQ and Liaison Office premises are regularly assessed and monitored to ensure the safety and security of employees and visitors, and that protocols and security-related processes are understood and complied with.
Ensures the maintenance and review of security plans and guidelines and that security working practices in IDLO Country Offices are robust and up to date.
In consultation with the Security Advisor, continuously monitors the security/safety environment, internationally, nationally, and locally, and makes recommendations to the Security Advisor, to adjust security policies and procedures as may be needed.
Coordinates with Field Security Officers, the implementation and updating of IDLO’s Global Security Risk Management policy and procedures.
Contributes to the periodic review, evaluation and development of IDLO’ Security Policy Framework and procedures.
Manages and updates IDLO Security intranet site content in collaboration with the Security Advisor.
Supports the IDLO’s Crisis Management Team as needed.
Oversees the development and delivery of Security Training and Capacity Development.
Delivers induction training and briefings to IDLO employees to ensure high personal standards of security and safety at respective duty stations and effective response to emergency incidents.
Under the direction of the Security Advisor, manages the security incident practice drills.
In collaboration with HR, assists the Security Advisor in the recruitment and induction of new security personnel.
Identifies and reports faults within security systems to the Security Advisor in a timely manner, monitoring remedial action as needed.
Actively builds successful relationships with security teams in country offices and departments to ensure a high quality service and to cultivate capacity and motivation.
Builds networks of collaboration with security representatives of international organizations, security providers, diplomatic services, and local government security forces to ensure that a support infrastructure is in place to respond to emergencies and to anticipate emerging security issues.
Provides support to and deputizes in the absence of the Security Advisor.
Performs any other similar duties as requested by the supervisor.
Job Requirements

Education and Work Experience

First level degree in a field related to security management is required. Graduation from Police and Military college plus 5 years of relevant experience may be accepted in lieu of a first level university degree.
A minimum of 7 years of professional security management experience including for an international organization (UN, IGO, international NGO), both at field level and HQ is required. Professional experience with law enforcement, military or intelligence will be an asset.
Security Industry qualifications - ASIS CPP/PSP or equivalent.
Excellent leadership skills and ability to command respect.
Experience in performing rigorous security analysis and the ability to develop policies, guidelines, reports or other operational recommendations.
Experience in hardship locations is highly advantageous.

Language

Fluency in written and spoken English is required. Knowledge of other languages would be an advantage.

Specific knowledge, skills and competencies

Ability to plan, organize, coordinate and implement security operations in different locations, manage crisis situations and contingencies, produce reports and papers on security issues.
Good knowledge of the development of security policies and procedures consistent with operations of international organizations in high-risk environments.
Ability to develop detailed security advisories, reports, briefings and notifications for senior management at HQ.
Excellent written and verbal communication skills.
A self-starter, able to identify improvements to working practice, make recommendations and implement change.
Excellent interpersonal skills and the ability to work constructively with several internal service departments.
Strong team skills with a supportive and positive attitude towards team members.
Proven ability to see through tasks set and deliver results.
Ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit.
Keen sense of ethics, integrity, credibility, and commitment to IDLO’s mandate.

Terms & Conditions
For this internationally recruited professional position, IDLO will offer the selected candidate an Affiliate Contract of 24 months, with possibility of extension subject to performance and availability of funding.

IDLO will offer a basic annual salary of EUR 60,400, and a benefits package including provident fund contribution, medical insurance, leave entitlements, and relocation and installation support in accordance with IDLO Employee Regulations and Rules.

Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
