About the Position
TJFACT is seeking to hire a Remote Part Time Police Advisor V to join our team in support of the DOS in Washington, DC.
The physical work location is Remote (CONUS, OCONUS, or Washington, D.C.) and will be located at the professional services employees current home location.
The Police Advisor who will be responsible for the achievement of the tasks listed below, focusing on advising and providing subject matter expertise to INL.
The vendor shall provide hours for completing the following tasks for approval prior to work beginning; these hours shall be the basis for all invoicing. The subject matter expert shall meet or exceed the position descriptions identified in the basic contract for the following labor category: Police Advisor Level 5. Each task should be aligned with the INL programmatic need, but also will be variable dependent on the assignment being supported. The primary tasks to be completed include:
Duties and Responsibilities:
The vendor shall provide a Police Advisor who will be responsible for the achievement of the tasks listed below, focusing on advising and providing subject matter expertise to INL.
The vendor shall provide hours for completing the following tasks for approval prior to work beginning; these hours shall be the basis for all invoicing. The subject matter expert shall meet or exceed the position descriptions identified in the basic contract for the following labor category: Police Advisor Level 5. Each task should be aligned with the INL programmatic need, but also will be variable dependent on the assignment being supported. The primary tasks to be completed include:
Task 001 In-mission assessment:
Travel to UN peacekeeping missions to determine the extent to which formed police units INL helped train are applying the training while in mission. This task requires sixteen (16) full days to complete:
a. Close coordination with INL and the UN to plan the visit;
b. Design, planning, and coordination to include development or refinement of data collection protocols to specific mission context (3 days, typically at 8 hours/day);
c. In-country: conduct assessment to include data collection, data input, preliminary analysis (typically 5 days at 12 hours/day);
d. Travel to and from assessment site (3 days);
e. Analyze data, write report(s), develop recommendations, and submit report (5 days, typically 8 hours/day) and
f. INL will provide report template and data collection protocols (tools and templates subject to updates at INL discretion). Reports are typically 10-20 pages plus appendices. Type of deliverable will be specified at time of request.
Task 002 New partner assessment:
Travel to a country which INL is considering partnering with on police peacekeeping to develop baseline of country capabilities to deploy operationally effective police to peacekeeping. Assessment should include assessment of tactical skills, equipment availability, training institution capacity and administrative, and HR and procurement capacities. This task requires sixteen (16) full days to complete:
a. Close coordination with INL;
b. Designing, planning, and coordinating to include develop or tailor existing assessment criteria, data collection protocols, data collection (3 days, typically at 8hrs/day);
g. INL will provide report template and data collection protocols (tools and templates subject to updates at INL
discretion). Reports are typically 10-20 pages plus appendices. Type of deliverable will be specified at time of request.
Task 003 Pilot course evaluation:
Travel to where trainers are piloting new training material to evaluate course quality and provide recommendations for future iterations. Training materials are not permitted as cost reimbursable expenses and shall be paid through the Program Office or Post budget.
This task requires ten (10) to nineteen (19) days depending on Pilot Course:
a. Design, planning, and coordination to include familiarization with the training material, define evaluation criteria (i.e., what are the elements that constitute a successful course), develop or refine data collection protocols (3 days, typically at 8 hours/day);
b. In-country: conduct assessment, collect data, input data, preliminary results (including course observation, interviews, review course feedback forms, etc.) (estimate 10 days, dependent on new course length, typically 10 hours/day);
c. Travel to and from assessment site (3 days);
d. Analyze data, write reports, develop recommendations, and submit report (estimate 3 days, typically 8 hours/day); and
h. Reports are typically 5-10 pages plus appendices. Type of deliverable will be specified at time of request.
Task 004 Support Police Peacekeeping Advisors on work- and monitoring plans:
Travel to a country where an INL Peacekeeping Advisor is deployed to assist in identifying relevant, feasible objectives, activities likely to catalyze the desired changes in the given context, and appropriate monitoring. This task requires 5 full days to complete:
a. Familiarization with draft plans and country contexts;
b. Conduct in-country consultations (estimate 4 days, typically 10 hours/day) with the advisor and stakeholders;
c. Travel to and from country (3 days);
d. Review of the Advisor-draft work plans;
e. Develop report of findings and provide written feedback; and
f. Available for ongoing subject matter support to Advisor(s) via phone calls, emails, and feedback on documents (min 1 hour)
Task 005 Participation in UN workshops:
Travel to the workshop location to participate as a subject matter expert in police peacekeeping, including its monitoring and evaluation. This task requires:
a. Coordination with INL;
b. Familiarization with workshop documents;
c. If requested - draft presentation material and facilitate team discussions (1-3 days 8 hours/day);
d. Travel to and from workshop (3 days); and
e. Develop and submit reporting on the workshop to INL. Participation in workshop is a minimum of five days at 8 hours/day.
i. A report typically is 5-10 pages plus appendices. Type of deliverable will be specified at time of request.
Task 006 Strategic planning:
Travel to Washington, DC once a year to review with INL results from the prior years work and plan for the upcoming year. This task requires:
a. Preparation for planning meeting;
b. Research supportive data required;
c. Attend strategic planning sessions;
d. Develop & submit deliverable (to be identified at time of request) and any recommendations. This required five full days to complete (8 hours/day); and
e. Travel to and from DC (3 days).
Task 007 Remote feedback on peacekeeping monitoring tools and documents:
As requested by INL, review specific documents, and provide recommendations for any improvements. Develop written reports when necessary. Time requirement will be dictated by type of request. Type of request could include:
a. Phone call discussion (1 hour);
b. Phone call (1 hour) plus request for follow-up remote work to include draft document (up-to 8 hours), review document and provide feedback (up-to 8 hours), and other to be determined and specified at time of request.
Task 008 Update peacekeeping monitoring and evaluation tools:
As requested by INL, update custom performance measurement toolkit to gather baseline data, monitor progress, and evaluate the impact of IPPOS assistance.
a. Phone call to discuss/initiate/scope request (1 hour).
b. Type of deliverables will be specified at time of request along with estimated hours for completion.

U.S. Citizen or Third Country National (TCN);
Bachelors degree from an accredited institution in international relations, law enforcement, public policy, or related field (10 years professional law enforcement experience can be substituted);
A minimum of eighteen years of experience with U.S. law enforcement or military, experience briefing in English;
Three years of experience working overseas in an Embassy environment.
Three years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs);
Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style.
Preferred Skills and Experience:
Bachelors degree from an accredited institution in international relations, law enforcement, public policy, or related field (10 years professional law enforcement experience can be substituted);
