Norwegian People’s Aid is looking for a Security Manager for our newly established programme in Ukraine. NPA is in the process of starting-up mine action and SGVB activities within the country, and the Programme is currently recruiting and training operational and support staff. The Programme is in a crucial stage of expanding into operational areas that require a professional, systematic and thorough approach to safety and security. The Security Manager will play an essential role in ensuring access and safety of NPA teams to the most affected areas when delivering humanitarian assistance and demining operations.

Location: Kyiv, Ukraine, with extensive and regular travels to the eastern and southern regions of Ukraine.

We offer An important role where you will be responsible for the establishment, development and maintenance of NPA Ukraine Security Department.
Comprehensive salary package including country specific allowances and insurance scheme.
Five weeks’ annual holiday plus one additional week off for expats. 
Three international flights home per contract year.

Please note that we offer a one-year contract* with the possibility of renewal. The salary and allowances are subject to income tax according to NPA’s Tax Policy. The working conditions, including annual leave, follow the Norwegian Working Environment Act.

Requirements 
Relevant higher education and/or relevant professional experience.
At least 5 years of international security management experience.
Strong writing, reporting, and situational analysis skills.
Experience in training and capacity development of personnel in a humanitarian context.
Ability and willingness to train programme partners.
Excellent skills within teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity.
Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
Excellent written and spoken English along with the ability for basic communication in Ukrainian and/or Russian.
Knowledge and understanding of cultural and political context in Ukraine are an advantage.
Experience from INGO humanitarian operations in conflict affected countries is desirable.
Medical first aid training/qualifications is an advantage.
Category B international driving license is a requirement.

What you will do Establish, implement and maintain country specific security management procedures and systems in accordance with the NPA global security framework for NPA Ukraine.
Review country specific security management procedures on a regular basis.
Monitor adherence to programme security management procedures.
Conduct security risk assessments in order to ensure implementation of appropriate security management procedures.
Conduct regular visits to future NPA offices and field locations to assess security and safety conditions.
Responsible for the recruitment, induction and training of Security and Access officers and of NPA Ukraine Security department.
Develop, implement and monitor tailored and context-specific capacity and competency development plans for national Security and Access personnel.
Liaise with external providers regarding security support and training (i.e. HEAT, PSD) if needed.
Ensure that NPA is well connected and part of all relevant interagency and security coordination mechanisms in Ukraine.
Conduct analysis of the context and developments in relation to the security situation, including ongoing risk assessments.
Advise the in-country Management Team on security related issues.
Liaise with national law enforcement agencies, where appropriate, on local permits and protocols impacting INGO operations and security.
