Overview
Counterpart International seeks a full-time DC-based Security Manager to support a recently awarded project. The Security Manager will be responsible for providing direct oversight to the project for all security functions, including oversight of risk management planning; oversight of incident management (including coordinating responses and reporting to internal and external contacts); and oversight of on-the-ground security landscape to support grantee implementation. The Security Manager will bring to bear prior experience in closing spaces and conflict/ post-conflict areas; additional information is provided below in the responsibilities section.

The Security Manager will report to the Project Director of the Program Management Unit (PMU) and work in close collaboration with the Chief of Party and Project Support Unit (PSU) to support the project. The project will be comprised of remote expat staff working in close concert with local partner agencies.
Responsibilities
Expertise in mentorship and development of local partner capacity in security functions.
Serve as a coordinating Point of Contact for security-related policies, plans, procedures and protocols and provide regular review and updates to reflect current realities.
Maintain oversight for project incident reporting procedures, including working with local partners to train on reporting and incident management and reporting to Counterpart managers.
Build, enter data and maintain a comprehensive database of project-related security incidents for analysis and strategic planning.
Conduct or review internal risk assessments and supervise partner agency risk assessments to include local country travel, office/venue safety and security controls.
Assist in the development of redundancy communications plan to maintain constant contact between remote management site, local partner agencies, and Counterpart headquarters.
Authors required security incident reports.
Coordinate training, to include Counterpart management staff and local partner agencies.
Conduct periodic incident management team rehearsals on emergency response.
Provide integral support to Incident Management Team (IMT).
Contribute to the development of travel risk management procedures.
Train home office and field staff on IMT procedures.
Network, liaise, and coordinate with external international NGOs (INGOs), NGO safety and security associations, US State Department, USAID, and security vendors in order to understand the operational environment of closing spaces.
Other security duties as related to program and/or project start-up, as required.
 
Qualifications
6-8 years provision of security services for international development or project/program coordination experience.
Experience in closing spaces and conflict/ post-conflict areas, such as Afghanistan, Iraq, Yemen, Libya, Somalia or similar environments.
Experience in with complex, remote managed projects.
Experience in mentoring partner agencies in the development of Risk Management Plans.
Experience in implementing digital hygiene practices in remote project implementation.
Excellent written and verbal communication skills.
Demonstrated ability to handle multiple priorities and deadlines.
Strong written, verbal, analytical and organizational skills.
Experience providing ongoing security management of large to mid-size programs.

Fluency in written and spoken English is required; additional language skills are preferred.
