employment and will be responsible to ENA Regional Director after.

Job description
1. Main purpose of the job

The post holder will ensure the systematic application of safety and security risk management practices
across all of Tearfund’s operational areas and regional office in the region of Eurasia North Africa (ENA) (currently Syria, Iraq, Lebanon, Yemen, Afghanistan, Pakistan and Jordan). They will achieve this through the assessment and analysis of threats, the maintenance and updating of safety and security plans and procedures, and the provision of advice to manage risk. The post holder will deliver training and briefings, coaching staff and partners, respond to and manage critical incidents; and undertake regular monitoring field visits to country programmes. Policies, procedures and approaches will be effectively contextualised, taking into account Tearfund’s specific values and characteristics.

The post holder is accountable to the Regional Director, with dotted line management to the Head of
International Safety & Security. S/he works in close collaboration with the regional senior management,
as well as those responsible for managing security in country and field locations, supporting them in
security decision-making and providing analysis and advice. The post holder is the focal point for
providing support during critical incidents in any of the regions’ countries.

The post holder is a member of the International Safety and Security Matrix Team, working with the
global team and other Safety & Security Regional Advisors to develop and apply consistent approaches
and share best practice.

Position in organisation

Reports to the Head of International Safety & Security for the first (6-12) months and then willreport directly to the ENA Regional Director.
Dotted line management to ENA Regional Director for the first (6-12) months and then will have dotted line management to the Head of International Safety & Security

Works closely with Country Directors and their country teams.

Works closely with ENA regional staff.

Works closely with the International Safety & Security Team (ISST) and other Safety & Security
Regional Advisors.

Dotted line responsibility for Security Focal Points in each country team, were appointed.
Coordinates with other agencies’ equivalent roles, such as UNDSS, NGO, and regional security
forums.

Qualifications 
Essential
Educated to Degree Level (or equivalent level of knowledge) in a relevant subject; eg. Humanitarian
response, safety, and security, etc.
HEAT trained.

Desirable
Health & Safety training courses passed (e.g. NEBOSH certificate) or proven experience managing health and safety
Membership of a professional security organization (SyI, ASIS etc)
Professional security qualification: CPP, CSMP, SyI diploma etc
Humanitarian and/or development experience with Christian organisations.
Experience working with and accompanying local partner organisations in safety and security decision-making.
Familiar with working in a matrix team and management structures.

Experience 
Proven experience of safety and security related roles in insecure and volatile environments within the INGO sector
Proven experience of promoting a positive culture of effective safety and security management.
Proven experience of developing safety and security procedures, capturing and analysis of learning.
Experienced in training and able to adapt to a wide range of audiences
Experience of gaining an impartial understanding of key stakeholders.
Experience of providing clear dynamic briefings and analysis on security and political situations
Experience working with a range of communications (radio, sat phone etc)
Experience in developing access strategies in complex environments
Experience advising senior management
Experience of managing security within the Eurasia & North Africa region.
