This position is located within the project “Kong Koc: Laying the foundation for peaceful, stable, and resilient communities in greater Tonj” which is implemented jointly by the United Nations Development Programme (UNDP), the World Food Programme (WFP), the United Nations Mission in South Sudan (UNMISS), and national civil society organizations and supported by the South Sudan Reconciliation, Stabilization and Resilience UN Multi-Partner Trust Fund (RSRTF). The program applies a systemic approach to reduce violence, improve the management of inter-communcal conflict, strengthen accountability and the rule of law, foster civil participation and good governance, support human capital development, and create peace dividends for communities in greater Tonj over a period of two years.
As a member of the project, the Law Enforcement Officer will be responsible for implementing key ‘stabilization’ pillar activities, including the provision of technical support to national partners to strengthen the capacity of law enforcement institutions and enhance community security through adapted and non-violent community policing; successful coordination and management of project activities; quality assurance of project implementation; contribution to reporting requirements; and generation of key lessons learned and best practices and project achievements for internal and external distribution.
The Law Enforcement Officer will be co-located with the UNMISS Rule of Law Advisory Section (RoLAS), within the UNMISS Field Office for Warrap State, located in Kuajok.
Scope of Work
The Law Enforcement Officer shall be required to deliver the following:
Within the delegated authority and under the supervision of Chief Technical Advisor and Programme Manager for Rule of Law, or his/her designated mandated representative(s), under the guidance of the UNMISS Head of Field Office in Kuajok (HoFO) and in close cooperation with RoLAS and other UNMISS sections, the Law Enforcement Officer will perform the following tasks:

Scope of Work
The Law Enforcement Officer shall be required to deliver the following:
Within the delegated authority and under the supervision of Chief Technical Advisor and Programme Manager for Rule of Law, or his/her designated mandated representative(s), under the guidance of the UNMISS Head of Field Office in Kuajok (HoFO) and in close cooperation with RoLAS and other UNMISS sections, the Law Enforcement Officer will perform the following tasks:
Provision of advice and technical support:
Advise the state security leadership, Police Commissioner and Prisons Director and their senior management team on strategic approaches to issues related to security services, police and prisons;
Advise the state security leadership, Police Commissioner and Prisons Director and their staff on policies, strategies, systems, methods of management and training needs;
Liaise with the Chief Technical Advisor, the HoFO and other project partners to provide overall technical guidance on matters of government policy on security, policing, law enforcement and prison management;
Put in place policies, strategies and systems for effective security, policing and law enforcement in line with democratic principles;
Collect and issue updates on activities in the security, policing and law enforcement area including changes in legislation and national or regional strategies or action plans.
Capacity building of state level stakeholders:
Advise the state security leadership, Police Commissioner and Prisons Director and their staff on policies, strategies, systems, methods of management and training needs;
Liaise with the Chief Technical Advisor, the HoFO and other project partners to provide overall technical guidance on matters of government policy on security, policing, law enforcement and prison management;
Put in place policies, strategies and systems for effective security, policing and law enforcement in line with democratic principles;
Collect and issue updates on activities in the security, policing and law enforcement area including changes in legislation and national or regional strategies or action plans.
Capacity building of state level stakeholders:
Support national institutions to develop and implement policies, long term strategies, systems and action plans for the establishment of effective Police and Prisons services in the states including organizational structure, compilation of crime statistics, inmate statistics, early warning mechanisms;
Support the development and practice of alternative and modern methods of policing in line with democratic principles including people centered community security;
Develop and implement capacity building strategies to meet the training needs of the state Police and Prisons senior management teams, and rank and file;
Support Civil Society and community groups to develop skills to actively engage in community policing and community security, including planning and implementing joint activities;
Promote skills for mainstreaming gender, respect for human rights and support to vulnerable groups into reform priorities of and service delivery by security institutions, police and prisons;
Coordinate and manage implementation of capacity building support to security institutions including the Police, Prisons departments and local security actors;
Identify and support initiatives for addressing the concerns of vulnerable groups such as women and children and provide basic legal aid services;
Organize and/or conduct human rights and rule of law trainings;
Link capacity-building activities with infrastructure development conducted under the project to maximize their utility.

Provide substantial inputs to planning, implementation and monitoring of the RSRTF project for Greater Tonj, including drafting of relevant project documents including memos, briefs, talking points, meeting debriefs, minutes;
Develop detailed work plans regarding the ‘stabilization’ pillar of the project, in the areas of law enforcement, policing and prison initiatives, and provide inputs to develop the consolidated project work plans;
Support development of ToRs for Small Grants, oversee the work of beneficiaries of Small Grants Facility, and ensure quality of outputs in keeping with grants applications;
Implement project work plans and supervise project activities as and when required;
Submit quarterly analytical reports and provide inputs into other reporting requirements to the donor and M&E activities related to the ‘stabilization’ pillar to the Programme Manager, Project Coordinator, and HoFO on work done and further prospects as decided by the project.
