Position Purpose:
The Field Security Specialist (FSS) will work under the overall guidance and direct supervision of the Country Office Field Security Specialist (CO-FSS) based in Kyiv and in day-to-day collaboration with the Manager of the Recovery and Peacebuilding Programme (RPP). The duties and responsibilities of the FSS include the safety and security of all UNDP personnel, eligible dependents, resources, assets, facilities, programmes, and projects in the area of operation, in addition to promoting, enabling and supporting UNDP programme delivery, especially throughout the eastern parts of Ukraine, in accordance with the policies and procedures of the UN Security Management System.
The primary objective of the deployment of the FSS is to enable the conduct of UNDP activities, within acceptable levels of security risk, while ensuring the safety, security and well-being of personnel and the security of UNDP premises and assets.
This will be achieved through:
• Advising that UNDP security support should feature in all processes at the programme level as well as in the case of each individual project, from project identification, planning, budgeting, implementation, and right through to monitoring and evaluation;
• Provision of effective and people-centered security risk management;
• Support and guidance to decision-making processes that are based on the approach of acceptable risk;
• Strengthening the security arrangements of the UNDP Recovery and Peacebuilding Programme and maintaining a security network of international and national security personnel.
The UNDP BMS/Security Office (SO) will, through the Regional Security Advisor (RSA) and the Country Office Field Security Specialist (FSS), provide policy and technical advice to the FSS regarding the safety and security of UNDP personnel, eligible dependents, property and operations within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’s mandate and role, and working within the UN and UNDP security policies and frameworks.
The Field Security Specialist will be supervised by the Country Office Field Security Specialist (FSS).
 
Duties and Responsibilities
Enabling effective and safe programming:
Provide security policy guidance and security management support to the Country Office Field Security Specialist (CO-FSS), enabling effective programme planning, implementation and delivery within the framework of the UN Security Management System.
Ensure the mainstreaming of security into all levels of programme design, implementation and delivery, through the substantive monitoring of ongoing and future projects and programmes providing innovative and proactive support, direction and solutions where required. Participates in project appraisal committee (PAC) meetings relevant for the Programme.
Review the effect of current and future potential security factors and trends on UNDP planning, programme design and delivery, as well as the possible effects that programme design might have on the stability and security, ensuring that needs are identified and improvements are implemented.
Liaise and coordinate activities of partner organizations and counterparts in the planning, preparation and execution of missions, ensuring that security risks are managed to acceptable levels.
To manage security risks to UNDP programme personnel, property and operations in all relevant locations and, at the same time, enabling UNDP programme delivery:
Maintain a security network of international and national personnel and organizations;
Participates as a member of the Area Security Cell established by DSS in area of operation.
Support the mainstreaming of security costs. Monitors that all projects/programmes contribute resources to procurement and implementation of security measures.
Ensure that the cost, and requirement for, security risk management measures is included in all appeals and is properly considered in all project descriptions.
Overseeing Threat and Risk Assessment
Experience:
Minimum 5 years (Master's degree) or 7 years (Bachelor's degree) of relevant security and development related experience, or formal multi-year education in Security Management, such as military or police senior Command and Staff College (minimum 9 months full time) qualification, with command experience at senior level, is considered equivalent to an Advanced University Degree.
Previous experience of working in a conflict/post-conflict or crisis environment is required.
Previous experience working in Ukraine, or the region is desirable.
In-depth knowledge of security risk management.
Prior completion of the UNSMS Security Certification Programme will be desirable,
Knowledge of UN/UNDP business, operations and programming cycle.
Knowledge of UNDP Country Office structure; roles and responsibilities of the Resident Coordinator, DO, SMT, UNDSS and UN Security management System;

Facilitate security clearances for all UNDP personnel travelling in areas where required.
Ensuring compliance with the Security Risk Management Measures (SRMMs):
Provide inputs and assist UNDSS in establishing, maintaining and updating the area-specific security plan and contingency plans in accordance with the UNSMS policy framework.
Support the CO-FSS by providing the UNDP component of area-specific information, for the compilation of country-level security and contingency plans.
Provide training and support to UNDP wardens in the area of operation.
Provide security related contributions to the Programme Business Continuity Plan, with guidance from the CO-FSS.

Provide orientation and training to UNDP personnel on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas.
Coordinate with UNDSS 24-hour response to all security-related incidents involving UNDP personnel and eligible dependents in the area of operation.
In coordination with UNDSS, and on behalf of the CO-FSS, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and non-governmental organizations, and municipal/civic/religious and community leaders.
Conduct periodic appropriate security assessments of UNDP premises and equipment in the area of operation and advice on shortfalls in security preparedness with recommended improvements and solutions.
Assist UNDP in developing and implementing office security requirements for premises administered by UNDP, and/or occupied by UNDP personnel..
Implement security risk management measures at UNDP premises, in accordance with the UNSMS policy framework, ensuring SRM and RSM compliance.
Represent UNDP security interests in any common premises that UNDP occupies, ensuring that personnel safety and security are primary considerations.
In consultation with the FSS, respond to requests from the DO/DSS, to perform UN system-related security tasks in the area of operation.
Any other security related tasks assigned by the CO-FSS. When requested, provide a backstopping function to the CO-FSS.
