Job overview
The Security Manager must have significant leadership experience and a proven ability to command,
but also be passionate about wildlife conservation and protected area management. The position
should be viewed as an exciting opportunity to help wildlife and wild places in Chad.

Key Functions:

- Area Integrity and Corridor Protection
o Supervise GZE Law Enforcement and Attachments and ensure their operational
readiness
o Identify, deter, disrupt and intercept all illegal activity, especially poaching
o Supervise the lawful detention and transfer of arrested suspects
o Ensure seamless and effective Command & Control
o Conduct ongoing threat evaluations for the Area of Operations
o Provide regular written operational updates and verbal briefings to management on
the current and future threat pictures
o Supervise and coordinate the CONOPS and the Law Enforcement sections of the
Long-Term Sustainability Strategy (LTSS), Five-Year Business Plan (5YBP) and
other related documents
o Oversee and coordinate park security operational planning
o Ensure liaison and coordination with national defence and security command of any
joint security operation, e.g. with GNNT and/or ANT
- Land Use Regulation
o Assure that the national park is free of illegal agriculture and grazing
o Assure that any permitting gathering of any natural resource is done safety and with
thorough coordination between communities and Law Enforcement
o Assure appropriate measures are taken to reduce uncontrolled fires

- Ethos and Training
o Ensure a high level of discipline, including a respect for the rule of law and human
rights, and the strict following of Standard Operating Procedures (SOPs) concerning
Law Enforcement, Intelligence and Human Rights
o Ensure adherence to the highest ethical and legal standards, as well as to APN
values, in all team activities and by all team personnel
o Cultivate environment of excellence, integrity and professionalism in all team
activities.
o Develop APN’s next generation of leadership through positive example and
mentorship
o Supervise both internal and external trainings to build Ranger capacity
o Increase the culture of fitness amongst Rangers
o Management of senior law enforcement leadership in Zakouma
o Ensure interoperability between Zakouma and Siniaka-Minia


Qualifications:
The candidate should have the following, or comparable, qualifications:
• Military background – middle ranking officer with operational experience
• Demonstrated conservation understanding/experience
• Significant Africa experience, ideally in francophone Africa.
• Significant leadership experience with proven successful team building ability
• Multidisciplinary exposure
• Strong command over both the French and English languages
• Resourceful, resilient and reliable.
• Able to achieve mission success working autonomously or with little support in low-resourced
environment for extended periods
• Ability to work well within a team and accept constructive criticism;
• Goal-oriented, self-motivated, creative, highly flexible and adaptable to change
• Strong willingness to and experience living in a remote location
• Adhesion to African Parks values.

- Rangers are respected amongst the communities, and are able to prevent poaching, illegal
fishing, grazing, and agricultural encroachment inside the national park.
- The Rangers are disciplined and prepared for any eventualities, providing a foundation of
security to the entire GZE.
