Description
This position will work on a rotational basis of eight weeks in Basra and four weeks at home. During the 8-week rotation, this contracted post will spend a 4-week rotation as the HR and Compliance Manager, followed by a 4-week rotation as the project Watchkeeper.
We will require someone to start in this position in January 2023, the official start date will be confirmed once candidate selected

The HR and Compliance Manager is responsible for the organisation, administration and execution of the day to day running of the HR, Admin and Compliance function of the project. The HR and Compliance Manager will be expected to engage with contract staff, internal managers and external clients to ensure the project remains fully compliant.


Daily engagement with client Security Strategy, Plans and Assurance Lead for personnel approvals and other client functional leads when required for investigation and compliance purposes.

The Watchkeeper has responsibility for the monitoring, in addition to effective tracking and providing first line corrective action of IT and tracking equipment and mobile team movements within the designated project area. They will communicate with, and log all project-based team movements, and coordinate with, and support project operations functions.To oversee operations-based communications, including tracking systems, between field security teams, supporting static out-stations, and Operations Centre, in such way as the safety of client personnel is assured consistent with Company’s obligations to its client and with due regard for the safety and security of assigned Company personnel and assets.

Tasks and responsibilities

HR and Compliance responsibilities

To support the project management by assuring effective, efficient, compliant and accurate administrative systems.
The HR and Compliance Manager will assist with the achievement of the contract objectives by delivering administration services, underpinned by Control Risks policies, ensuring that compliance, audit and governance requirements are set and achieved.
The individual will report daily HR and Compliance operational matters to the PSM and link with HR and Compliance teams within HQ for functional direction and guidance.
Contributing to the evaluation and development of the project planning process ensuring that HR and Compliance plans are in place to support the future requirements of the Project.
Establish and maintain procedures with client administrators and regional HR to streamline Iraqi manning backfills.
Conducts internal project audit to ensure full compliance with ISO:18788.
Maintains project ORBAT, PERSREP and ensures HR Manager South is progressing with current and forecasted local national gaps.
Monitoring, measuring and reporting of KPIs, identifying issues and taking action to address as appropriate.
Processes all approvals for Control Risks staff to work on Project with client personnel and maintains close working relationship with client security team.
Ensure that all incidents are investigated through the production of the Systematic Cause Analysis Technique (SCAT) Report ensuring that lessons learnt are shared throughout the project.
Ensure that client Minimum Operating Security Standards (MOSS) and Standard Operating Procedures (SOPs) are followed at all times by all personnel.
To consolidate monthly training statistics and ensure record keeping is accurate and storage of all personal data is aligned to Control Risks SOPs.
Responsible for the camp badge application process for all Control Risks PSD and sub-contracted personnel.

Watchkeeper responsibilities

Responsible for monitoring and reporting of field security team movements, and communications (incl. logging) between field-based teams, static out-stations, and project operations centres.
Direct liaison with the Operations Manager and field-based teams.
Assists ensure all project-based teams and static-based department leads are fully appraised of operational developments, ensuring all are aware of, and prepared for incidents arising, in compliance with Standard Operating Procedures (SOPs).
Conversant with relevant SOPs and maintain a working knowledge of all operational parameters within which security teams operate under. Compilation and submission of mobile team task-related forms, to overarching tracking / task.
Compliance with rules requiring personnel to reject bribery and corruption laid down by the Company, its client, host state or international Code of Conduct for Private Security Service Providers, 2010 (ICoC) and associated standards to which Company subscribes:

Requirements


Essential
A minimum of 5 years cumulative experience.
Previous military or law enforcement experience.
Previous experience in a similar position within the last 5 year.
Previous experience of working with a private security company.
Knowledge of journey management in a hostile environment and a sound understanding of vehicle tracking platforms.
Fluent written and spoken English.

Preferred
Knowledge of Government of Iraq administration processes, including but not limited to:Blood and visa processing.
Oil Field Passes.
Ministry of Interior and PSCD.
Working knowledge of ISO:18788 and auditing requirements
Working knowledge or accredited with BS7858 2012 Security and Vetting.
Possesses tact, sound judgement, and ability to communicate clearly, verbally and in writing.
Previous experience working on oil and gas projects.
Southern Iraq wide experience.

Qualifications and specialist skills

Essential
Proficient and confident in the use of Microsoft Office products.
CIPD trained or relevant experience within HR, or NVQ or relevant experience within Communications
PreferredUnderstanding of HSE issues and qualifications.
Security and Risk Management qualifications.
Security Industry Authority (SIA) frontline – close protection qualified.
