Project Summary:

The Iraqi Terrorism Prosecutions and Information Management project is designed to assist security and justice institutions in Iraq with addressing the critical challenge of effectively investigating, prosecuting and adjudicating terrorism cases in the country. This overarching objective will be achieved through technical advice and assistance, training, and embedded mentoring. There will be a focus on needed improvements and reforms in investigative, prosecutorial, and adjudication processes and the regulatory and the legal framework to better adhere to Iraqi law and international human rights standards.

Position Summary:

The Counter Terrorism Trainer will carry out duties under the direction of the Chief of Party. The Trainer will develop materials to increase and improve the investigation and case management process as well as investigative skills for counter terrorism cases. The Trainer will ensure that the assessment report outcomes and recommendation are addressed through training workshops.

Responsibilities:

Develop training materials for targeted Iraqi security personnel on international standards to ensure improved investigations and fair trials.
Develop and use a variety of training materials such as case studies, handouts, templates and/or PowerPoint modules.
Develop pre- and post-training assessment forms to be completed by training participants.
Deliver training to relevant participants in country if travel and other health conditions, including COVID-19, permit.
Draft a final report detailing the tasks completed, observations, findings and recommendations, as well as incorporating inputs and feedback from the project.


Qualifications:

Bachelor’s degree in law or related field with three years of relevant professional experience required; Master’s degree in law with three years of relevant professional experience preferred.
Minimum 10 years’ experience in counter terrorism-related investigations and/or prosecutorial experience preference.
Previous experience working in Iraq or in the surrounding region is preferred.
Strong attention to detail, interpersonal skills, and communication skills, including public speaking and writing required.
Experience working in multidisciplinary teams with varying backgrounds and skill levels.
Fluency in English is required.
Arabic language skills are preferred.
