COOPI is looking for a Security Coordinator in Niger

COOPI is present in Niger from 2012 with a coordination office in Niamey, active bases in Diffa, Agadez, Dosso and Tillabéri. Currently, COOPI works in the region of Diffa in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of crossing boxes and psychosocial support for refugees and migrants, in the regions of Tillabéry and Tahoua with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project.

Security context

The humanitarian situation in Niger remains marked by the persistence of five major crises: food insecurity, malnutrition, population displacement, floods and epidemics. In the Diffa region, people are facing the effects of the protracted crisis for Boko Haram attacks, lack of livelihoods and the risk of a decreasing dependence on humanitarian aid. Displaced persons and refugees are the most vulnerable populations and responses to protection needs are being put in place. Other crises in the regions of Tillabéri and Tahoua in the border area of Burkina Faso and Mali related to conflicts with NSAGs and also in the Maradi region.
Primary Responsibilities;ensure the safety of all COOPI personnel, activities and property in Niger;
creation and development of the COOPI Security Department in the country in close coordination with the Head of Mission.

The position will be based in Niamey. Trips to the intervention areas will be made regularly.


Specific Responsibilities

Security Department

Contribute to the development of security management policy in the country;
Definition of roles and responsibilities with regard to security management;
Supervision and continuous supervision of country security officers, including guards and drivers.

Analytics and Reporting

Ensure monitoring and analysis of the country context, in particular the areas concerned by the programmes and the presence of COOPI teams and activities;
Ensure regular analysis and updating of COOPI vulnerabilities in its areas of intervention;
Analyze the vulnerability and access possibilities of the organization vis-à-vis zones at the request of its hierarchy;
Daily reporting on the evolution of the context to its hierarchy;
Alert the hierarchy in case of risk to programs or personnel, or in case of increased vulnerability of the organization;
Alert immediately in the event of a drastic change in the context or significant incidents;
Coordinates and ensures the writing of incident reports during accidents and transmits them to the hierarchy; Update of an accident tracking system;
Advise and propose solutions to improve access to beneficiaries.

RéseautageParticiper aux réunions concernant la sécurité (UNDSS, OCHA, INSO, etc…) ;
Créer, développer et maintenir un réseau d’information et d’échange contextuel et sécuritaire au niveau de la capitale et dans les zones d’intervention de COOPI ;
Développer et maintenir un réseau de sécurité avec les acteurs COOPI déjà présent sur les zones d’interventions ;
Assurer une liaison avec les acteurs de la sécurité dans la zone d'opération.

Procédure de Sécurité (SOP)Assurer la mise jour régulière du Security Plan et son suivi, en conformité avec les règles sécuritaires COOPI ;
Contribue à développer des stratégies d’atténuation des risques, incluant la rédaction ou l’adaptation de SOP à l’environnement, les consignes de Sécurité et les Plans de contingence ;
Effectuer des visites régulières sur les terrains pour vérifier la connaissance, l’application et la validité des SOP ainsi que des mesures pratiques de sécurité ;
Assurer l’application et le respect des SOP sur la mission.

Briefing et formation

Provide a briefing on the safety rules and the context of intervention to the new staff in coordination of INSO and provide them with the essential documents according to the roles and needs of each;
Ensure the training of personnel regarding security management, the use of means of communication, security rules or any other medium that can improve the security of the mission;
Remind staff of safety rules whenever necessary.

Other

Maintain daily contact with field teams;
Organize security exercises to improve the ability of teams to respond to emergency situations;
Monitors and secures the movement of personnel in the field.
Candidate Profile

Specific Training/Skills

Bachelor's degree in economics and management, logistics or a similar field;
At least 3 years of experience as a security manager, logistics within an NGO in the context of emergency response projects;
Field security experience in development cooperation/humanitarian assistance of at least 2 years, preferably in West African countries;
Specific security training and/or military training;
Very good compulsory French spoken and written;
Good knowledge of the English language.

Transversal skills

Sense of organization and teamwork, flexibility;
Ability to work under pressure, independently and in an often uncomfortable environment;
Mastery of common software (Word, Excel, Power Point);
Excellent interpersonal and communication skills.

Supplements

Work experience in French-speaking African countries;
Previous experience with COOPI and knowledge of its procedures.
