Description
The Regional Security and Operations Manager (RSOM) Northern Iraq will be responsible for the oversight and execution of contracts in Northern Iraq and Kurdistan. This person will be responsible for the maintenance of a high level of discipline and standards within Control Risks’ armed protection teams and static security service. The RSOM Northern Iraq will ensure that all staff meet operational and training standards and comply with standard operating procedures. The RSOM Northern Iraq serves as the principal interface with Operations Director Iraq for all operational matters in the region. The RSOM will complete rotations of six weeks in country and six week off/at home.

Operational Responsibilities

Full management accountability of all projects operating from the regional headquarters, including the oversight of regional contracts across northern Iraq, advising key internal and external stakeholders in the process.
Undertake business development activity to drive and expand Control Risks business in Northern Iraq, including the identification of opportunities across several different commercial sectors including extractive industries, oilfield services, infrastructure, diplomatic, NGOs and financial services.
Assist the Operations Director Iraq with the implementation of and compliance with Control Risks’ business strategy, standard operating procedures (SOPs), enforcing wider Control Risks’ Group and HRMS policies, managing ad hoc provisions, adhering to contractual stipulated key performance indicators and further develop current client relationships.
Act as the lead operational SME in the region on behalf of the Operations Director Iraq and be able to work as a standalone security risk management consultant to conduct consultancy tasks on behalf of the company’s crisis and security consulting function.
The initial lead for all northern Iraq incident response management.
Administration and coordination of all new commercial team mobilisations in support of dynamic operational requirements and proactively meet the changing requirements of clients and comply with all client reporting requirements.
Provide oversight and advice to all major project mobilisations.
Direct and manage the HQ operations room and ensure journey management process on all client moves is carried out. Ccontinuous risk analysis of areas of operation and transit routes are being conducted.
Deliver and oversee effective training in line with the agreed through life training programmes ensuring that all teams meet and exceed all operational and training standards with assistance from the training team.
Maintain management accountability/responsibility for all contract equipment.
Actively manage senior team leaders and project leads in performance of operational duties as well as co-ordinate professional development and undertake performance management and reviews.
Maintain operational and regulatory compliance of all regional, commercial and project assets
Ensure appropriate behaviour, approach and discipline is maintained along with adherence to Control Risks’ ethical standards.
Promote awareness of and ensure adherence to the company’s global HSE policy.
Maintain adherence to and reporting of the contractual stipulated Key Performance Indicators.
Proactively meet the changing requirements of clients.
Comply with all client reporting requirements.
Co-ordination and cooperation with other organisations

Commercial Responsibilities

Assist the HR, Compliance and Commercial managers in ensuring appropriate allocation and management of human resources for the teams in alignment with all relevant laws and company policy.
Consolidate and submit regional manning requests to the Operations Director, Commercial Manager, and the HR team in Dubai.
Work closely with the Commercial Manager when developing and implementing detailed plans for operational efficiencies to remain commercially viable by managing costs effectively.
Have a thorough understanding of cost and constantly monitor expenditure, ad hoc profitability and improve margins where possible.
Collaborate with the bid team in Dubai and work closely with regional and country SMEs on commercial opportunities.
Develop detailed and bespoke security management and mobilisation plans for new contract tenders and contribute to the commercial tendering process.
Manage regional assets and track their commercial utility to ensure maximum utilisation where possible.
Manage and maintain a Cashbook, ensuring that expenditure is in line with company policies.
Responsible for all accounting, banking, and payment of subcontractors and government fees.

Compliance:
Advise Equipment Director on the vehicle requirements for the region.
Ensure movement paperwork is updated regularly.
Assist the compliance manager with confirming all MoI and weapons cards are accounted for and in date.
Support and enable movements of Control Risks personnel in support of business.

Logistics and Fleet
Responsible for upkeeping of the vehicle fleet and ensuring regular vehicle maintenance is carried out.
Maintain armoury, ammunition stores and ensure all weapons are serviceable and accounted for

Requirements
Essential
Knowledge and understanding of the operational and tactical requirements for mobile security operations and static guarding operations in a hostile environment.
Knowledge and experience of processes for the management of a large team.
Knowledge of journey management in a hostile environment.
Possess tact, sound judgment and ability to communicate clearly, verbally and in writing.
Fluent written and spoken English.
Previous operational experience in a hostile or complex operating environment
Exceptional leadership skills evidenced by a record of managing teams dynamically and motivating individuals to deliver on corporate and personal objectives.

PreferredPrevious commercial and managerial experience of security protection teams.
Detailed understanding of the commercial framework in northern Iraq / Kurdistan region and a strong customer relationship management skill.
Training in recruitment, leadership skills and performance management.
Previous operational managerial experience.
Diplomatic experience
NGO experience
Oil and Gas experience.
Kurdistan experience.

Qualifications and Specialist Skills

Essential
Bachelor’s degree level (L6) or industry equivalent.
Maths and English at GCSE grade C or equivalent
Service in a uniformed organisation at commissioned officer or warrant officer level
Proficient and confident in the use of Microsoft Office products

Preferred:
Any ISO qualification including quality, risk, security, IT security or business continuity
HSE qualification.
Security Industry Authority (SIA) frontline – close protection qualified.
Medical qualification (FPOS level 4/FREC level 3).
