Descripton:
Finn Church Aid (FCA) is looking for experienced security manger to support its joint operations with Hungarian Interchurch Aid (HIA) to respond the current crises in Ukraine.

The Security Manager’s responsibility is to provide leadership, monitor the overall security situation, enforce security regulations and provide sound and timely advice to FCA and HIA staff and operation’s management in order to support the safe and efficient delivery of programme activities in the designated area of operations. We are looking for a person with a solid expertise and working experience in the humanitarian sector.

The position is based in Hungary with frequent travel to operational areas in Ukraine.

Main duties and responsibilities:
Provide supervision for the security team in Ukraine
Be responsible for updating/developing the standard operating procedures, contingency plans, evacuation plans including up to date security risk assessments.
Liaise and coordinate with UN and other organizations and NGO’s, as necessary, to enable implementation of necessary security arrangements for the security, safety and wellbeing of FCA and HIA staff.
Conduct security risk assessments and monitor threats to staff, recommending mitigation measures and implementation strategies.
Provide risk briefings to senior FCA/HIA staff in the country, and Head of Security at HQ levels on any security concerns for official travel or daily activities.
Identify gaps in existing capacity and recommend amendments where necessary.
Assess and monitor local security conditions, identifying security trends and advising FCA and HIA personnel on security issues.
Evaluate land emergency evacuation possibilities and recommend appropriate action.
Determine accessible areas, maintain tracking systems and coordinate an emergency response system.
Assess the level of security risk for the area of operations.
Ensure that fire prevention devices and fire-fighting equipment are available on the premises, maintain fire evacuation plan and conduct fire drills and training as necessary.
Maintain office security by conducting physical security inspections of facilities, including the security plans for new office spaces or compounds.
Monitor and evaluate office physical security measures and conduct security surveys of installations and facilities implementing security arrangements.
Provide security support and follow up for scoping missions in other neighboring countries as needed
Assess the training needs for staff and design a training plan accordingly
Conduct trainings as identified

Competence and Personal Requirements:
At least 5 years’ experience working in security sector, previous working experience with NGO security
In-depth knowledge of security management and risk management
Strong analytical as well as administrative and conceptual skills.
Proven ability to prioritize tasks, meet deadlines and work with limited supervision, pro-active and a good team-player.
Experience working in the designated area of operations.
Management and/or supervisory experience.
Excellent communication skills, calm and a good sense of humor.
Fluent in written and spoken English, other languages, especially Hungarian or Ukrainian are an asset
Emergency First Aid qualification.
Training in safety, fire and evacuation procedures.
Training in safety and disaster management

The position will be filled as soon as possible and it is a fixed-term employment for six-months with three-month probation period.
