About the Program
Cardno has been engaged by the Department of Foreign Affairs and Trade (DFAT) to manage the Building Community Engagement in Papua New Guinea (BCEP) Program. BCEP represents a significant investment in promoting participatory democracy in PNG, with a goal to strengthen citizen-government engagement for improved service delivery and provision of public goods.

About the role
The Security Officer will oversee the day-to-day implementation of the program’s security and safety procedures and act as the first point of contact for reporting of any security incidents. Key responsibilities include:

Support the reporting of security incidents to the BCEP Senior Leadership Team, Cardno Incident Management Team, and/or local authorities.
Provide briefings and orientations to new BCEP staff, advisers, and visitors on BCEP’s Security Manual, policies, and procedures.
Develop Journey Management Plans for activities that require domestic travel within PNG for approval by Cardno’s PNG Country Manager.
Undertake daily monitoring of reliable news and information sources for information on any security incidents or risks that may impact the program’s implementation and/or staff safety. Verify and communicate those risks with BCEP Operations Director and Cardno’s Security Manager.
Undertake security assessments of office spaces and adviser accommodation and provide recommendations for managing or mitigating any identified risks.
Identify, monitor, and coordinate responses to HSE hazards, risks, incidents, and near-misses. Notification and reporting of HSE incidents, compiling reports, maintenance of HSE hazard and risk registers, assisting with investigations where necessary.
Support and coordinate emergency preparedness and response activities, including reviewing and providing input to BCEP emergency preparedness and response plans, coordinating regular emergency response drills, and evaluating emergency response and actions to ensure any lessons are documented and appropriate corrective actions are identified, documented, monitored, and verified as completed.
Compile weekly vehicle inspection reports from the program drivers.
Maintain high quality administrative records on security matters.
