UNDP Turkey works for progress in four core areas: i) Inclusive and Democratic Governance, ii) Inclusive and Sustainable Growth, iii) Climate Change and Environment, iv) Syria Crisis Response and Resilience. To achieve progress in these areas, UNDP Turkey Country Office (CO) implements programmes and projects across Turkey, particularly in the south-eastern region and eastern border, such as Socioeconomic Development through Demining and Increasing the Border Surveillance Capacity at the Eastern Borders of Turkey and Resilience Project in Response to the Syria Crisis. This necessitates that the organization develops and maintains a responsive and client-oriented mechanism to the management of security activities while ensuring compliance with the United Nations security policies, procedures and regulations to ensure maximum safety and security in programme/project implementation and delivery throughout the established project areas.

Under the direct supervision of Assistant Resident Representative-Operations (ARR-Operations) the Field Security Officer carries out a wide range of tasks to support the implementation of security requirements/standards in UNDP CO, based on the United Nations Security Management System (UNSMS), and the country-specific Security Risk Management documents (SRM). In terms of functional matters related to UNDP corporate security, the Field Security Office will report to the UNDP Security Office through the Regional Security Advisor RBEC, who will also provide policy and technical guidance to the FSO.

The Field Security Officer works in close collaboration with the Administration Unit, Premises Manager, Portfolio/Project Managers, RBEC Regional Security Advisor, and United Nations Department of Safety and Security (UNDSS). The Field Security Officer demonstrates high-level of responsibility, integrity, ability to interpret information and communicate the information accurately, while providing full dedication and commitment to maintain the safety and security in all aspects.

Duties and Responsibilities


Provide technical support, guidance, and advice to the Country Office
Provide security policy guidance and security management support to the ARR-O, RR and CO management team enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures;
Oversight of UNDP personnel and equipment for SRM compliance;
Coordinate with DSS 24-hour response to all security related incidents involving UNDP staff and eligible dependents;
Conduct security assessments of UNDP premises, project locations and equipment and provide recommendations on security risk management.
Conducts security evaluations and provides advice on security measures for the residences (In line with the Residential Security Measures -RSM- Advisories)
Collect, update, and communicate security information
Ensure that UNDP programme staff members are provided with situation reports and other appropriate security-related information generated by UNDSS in a timely and efficient manner;
In cooperation with the HR unit, maintain updated UNDP staff lists, including details of visiting missions and consultants;
Encourage an exchange of information relative to risk management for UNDP programme implementation;
Collate information and provide inputs to security reports, such as the Security & Safety Incident Reporting System (SSIRS), Security Risk Management (SRM) Assessments and other ad-hoc incident reports; prepares security reports, such as the Weekly Security Report, Security Incident Report for attention of UNDP Management, RSA RBEC and UNDSS.
Develop accurate and timely written country briefings; add inputs to position papers from a field perspective;
Maintain the effective functioning of the established CO emergency response systems particularly during security incidents and emergency situations
Maintain innovative system tools, such as Automated Phone Call System, updated and functioning at all times;
Conducts “UNDP Staff Count” during security incident or emergency situations and provide the status reports to CO Management and UNDSS;
Activates the UNDP CO Warden System whenever required;
Organize and conduct drills for ensuring adequate preparedness of contingency planning and emergency response, including building evacuation, Wardens Plan.
Monitor, manage and implement UNDP compliance of the Security Risk Management measures established for the duty station
Provide technical support to and advise the UNDP in the completion and updating of the security survey;
Implement SRM requirements for UNDP personnel, premises and assets, and systems and protocols, in accordance with organizational risk acceptance, ensuring the mainstreaming of security;
Provide UNDP managers with prescriptive content such as policy, risk management methodology, SRM;
Provide technical support to security compliance input of all UNDP offices within the country;
Liaise with and participate in the local security community
Liaise and coordinate with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations, UN entities;
Participate as a member of security groups as directed by the UNDP ARR-O, and the country Security Cell;
Provide an advisory presence at UN security management meetings such as the country SMT, UNCT, and OMT
Maintain a security network of international and national security personnel;
Represent UNDP at security meetings, and attends security workshops/training sessions, working groups and conferences as directed.
Develop and conduct training courses on security awareness, preparedness, mainstreaming, Business Continuity Planning (BCP), Crisis Management (CM) and specialized security functions
Participate in the development and delivery of UNSMS training;
Develop UNDP specific security training and conduct security training;
Provide security orientation to newly assigned personnel members and security briefings;
Provide security mainstreaming sessions as required;
Provide BCP/CM training sessions as required;
Oversee the United Nations Mandated Security Measures (UNMSM) Fund and Locally Cost-Shared Security Budged (LCSSB)
Prepare security budgets as well as completion of UNDP security funding requests;
Oversee the security annual work plan and related budget; initiate budget revisions for approval;
Monitor and support allotted UNDP security funds to budget and utilize them in a timely manner within the system;
Keep Country Office management and RSA updated on expenditures in the operational budget and follow closely remaining expenditure;
Ensure that all projects and programmes contribute resources to implementation of security measures.
As the administering agency, contribute the development of the LCSSB and oversee the budged in coordination with DSS.
Ensure safe operation of UNDP vehicles and safer road users
Monitors the implementation of the Road Safety Strategy in coordination with the Administration Unit
Ensures provision of reliable and safe driving services in coordination with the Administration Unit
Ensuring that all instructions regulating safe driving behavior and Rules of the Road are in hand and strictly followed by drivers
Ensures that all vehicles are maintained in SRM compliance with a view towards maximum efficiency and safety.
Acts as focal contact point in case of accidents that involve UNDP vehicles.
Perform other administrative tasks concerning the premises as may be assigned.

Required Skills and Experience
Education:

Master's degree or equivalent in political/social/military science, international relations or related field.

Bachelor's degree with additional two years of qualifying experience may be accepted in lieu of Master's degree.
Experience:

2 years (with Master's degree) of experience in the military, political affairs, risk management, security management, administration of operational support services or related field.
4 years (with Bachelor's degree) of experience in the military, political affairs, risk management, security management, administration of operational support services or related field.
At least 1 year of experience in security risk management within the context of large-scale programme and project implementation.
Required Skills:

Strong English language drafting skills.
Proficiency in use of Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets, and databases.
Desired Skills:

Prior experience in use of statistical, geographical and spatial information management software.
Prior experience on UN/UNDP Organizations: Country Office structure; roles and responsibilities of the Resident Representative/Country Director, their business, operations and programming cycle.
Prior experience on UN Security Management System including DO, SMT and UNDSS;

Required Languages:
Fluent English (written and spoken)

The Field Security Officer reports to the ARR-Operations and maintains a matrix reporting line for policy and technical direction and guidance to the Regional Security Advisor, in coordination with his/her direct reporting line.
