Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979. While the ECCC is established within the national judiciary, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the Extraordinary Chambers. In Resolutions A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspects of the ECCC’s operations

Under the overall supervision of the Deputy Director of Administration, ECCC/Coordinator, United Nations Assistance to the Khmer Rouge Trials (UNAKRT), the incumbent will be responsible in the performance of the following duties:
• Establishing policies and procedures for the conduct of security operations so as to ensure internal security of the premises and close protection of international personnel;
• Monitoring the implementation of these policies and procedures;
• Issuing necessary directions to ensure these policies and procedures are observed;
• Coordinating the activities of the SSS with particular regard to physical and personal security, field safety, information assurance, internal investigations and all aspects of security guard force management;
• Defining and managing the risk posture of the project;
• Providing authoritative and holistic security and safety advice;
• Developing well-defined security risk assessments (SRA) of local security conditions that may impact the assistance project to include detailed and cogent analytical assessments, personal SRAs and the application of close protection resources for international personnel in line with the established UN Department of Safety and Security (UNDSS) methodology;
• Ensuring effective and efficient security and safety training is provided to all international staff in line with the Country Security Plan;
• Ensuring that the SSS is adequately supervised, governed,
resourced, trained and operationally fit for its mandated purpose, including the provision of all necessary security induction, refresher and specialist training programmes as required;
• Maintaining an ongoing evaluation of security, contingency and evacuation plans for UNAKRT; and
• Performing other duties as assigned, i.e. Act as Officer-in-Charge, a.i. during the absence of Chief, SSS.
