Scope Of Work:
Expectations for this short-term contract are outlined broadly in this agreement. This role with Medical Teams is a dynamic one and undertaken in a resource-challenged setting, thus this position requires flexibility. The broad outline of activities offered below recognizes that details may change in order to address needs identified in the field. Activities enumerated below are to be undertaken in a remote location, with possible need to travel, between Feb 21, 2022 - May 20, 2022.
The consultant will serve in the role of Global Safety and Security Advisor for a maximum duration of up to 3 months (with expected hours per week of 40 hours or more) The consultant will be flexible, able to manage time; and, be prepared to tackle other tasks commensurate with role, and level of experience, on short notice.
CONSULTANT QUALIFICATIONS:
Minimum 6-8 years experience as a humanitarian security advisor or similar role at field implementation level
Minimum three years experience in insecure environments in the humanitarian space
Experience of setting up and managing security in humanitarian emergency settings
Experience in conducting security risk assessments in person and security planning
Experience in gathering and analyzing security information, and recommending appropriate actions
Ability to represent the organization in a professional manner to donors, staff, and the public.
Ability to work collaboratively with others.
Effective communication and collaboration across cultural, geographical, and structural boundaries, engaging positively and constructively with colleagues.
Valid Passport.
Ability to support and follow code of conduct, program accountability, and safeguarding standards.
Excellent Written and Verbal Communication in English
PREFERRED, but not required.
Masters level degree in Security Management, Political/Social Science, Military Studies, Management, Law Enforcement or a relevant field.
Previous HEAT course facilitation experience.
EXPECTATION:
The goal of the Global Safety and Security Advisor is to is to provide safety and security advice and support to the Medical Teams Country Offices across Uganda, Tanzania, Guatemala, Colombia, Ethiopia, Sudan, Lebanon and Bangladesh. The Global Safety and Security Advisor Consultant will be responsible to Betsy Baldwin, Director of Humanitarian Response.
SPECIFIC ACTIVITIES:
Review Security Risk Assessments and Safety & Security Instructions
Coordinate completion of the Field Operations Security Monitor for Q2 and write the Q2 Safety & Security Report.
Track global security developments on the Global Security Monitor. Produce ad-hoc security analysis/scenario planning as needed.
Review, log and analyze incident reports, and provide technical support to country offices during incidents.
Develop a Security Management training module and deliver to country leaders and security focal points.
Represent Safety & Security in cross-functional meetings, policy development etc.
Coordinate the completion of the Crisis Management Action Plan across departments.
Represent Medical Teams in global security coordination platforms, attending roundtables, conferences etc. online.
Ensure a high level of monitoring and tracking of the conflict in Ethiopia is maintained through collaboration with the Ethiopia and Sudan Access Advisor
Advise/support country offices in recruitment of new security staff as needed.
Should a new emergency response be initiated lead initial security preparations including remote Security Risk Assessment, first-in team Security Brief, work with Logistics on equipment needs, Safety & Security Instruction development, review base/facility security, and selection of new security staff.
Situational update write-ups as needed for executive leadership and board as needed.
Review MTI Field Operations Safety and Security Policy to determine if it can be strengthened or clarified as it relates to operations in conflict zones and ensuring humanitarian principles are central to the decision making MTI undertake.
DELIVERABLES:
Q2 Safety & Security Report
Security Management training module designed and delivered to country leaders and security focal points
Crisis Management Plan annexes complete
Attend GISF Spring Forum on behalf of Medical Teams (virtual participation)
Monthly meetings with in-country security focal points complete
Updated handover note and identify recommended focus areas for FY23 safety and security capacity growth.
Reviewed copy with comments of the Field Operations Safety and Security Policy with any suggested modifications.
Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection, and Employee Code of Conduct policies.
DUTY STATION:
The work location for the consultancy will be Remote. UTC -9 to UTC +4 based candidates preferred. The consultant is expected to work from a location agreed by with the Contract Manager and HR and cover any related expenses. Any domestic or international travel required by Medical Teams to complete activities in the consultancy, as agreed in the work plan, will be paid by Medical Teams.
