EOTM Training & Mentoring Officer

Overview of position:
Our client in the Central African Republic is a program under the general direction and oversight of their New York based HQ & implemented accordance with UN financial rules & regulations. They coordinate, provide explosive hazard management support including mitigation strategies & operational activities including WAM / EOD training, EO awareness & Explosive Ordnance Disposal (EOD), coordinating & conducting Quality Assurance (QA) for all those activities.
Our client may also be requested to support the force with specialised training & mentoring of EOD Troop Contributing Countries (TCC), search, detect training & mentoring of infantry TCC’s.
This last task includes a training phase for the TCCs deployed in CAR with a view to provide short term solutions to key concerns including lack of knowledge of TCCs, gaps in EO threat mitigation equipment & delays in overall operability of the units.

Role objectives:
Conduct Explosive Ordnance Threat Mitigation (EOTM) trainings in Bouar (Bocaranga) & different locations in the other affected regions.
Contribute to prepare & / or update the relevant training packages.
Prepare the relevant training aid kits.
Report about all training activities performed in the provided locations.
Propose all changing or training improvements assessed as necessary.
Debrief the trainees regarding the training objectives achievement.
Able to take over mentoring of the trainees for their first missions.
Possess a sound knowledge of the International Mine Action Standards (IMAS) & International Ammunition Technical Guidelines (IATG’s).
S / he shall be responsible for his / her travel arrangements & report to the CAR based EOD Training Officer.
Other tasks as directed by the supervisor

Our clients mine action program is seeking to:
Reduce the explosive threat to MINUSCA & UN personnel
Enhance national capacity to mitigate explosive threats.
Assist in the production, implementation & monitoring of technical training documentation.
Continuously look for areas of improvement in efficiency, effectiveness & safety of the program with regarding to training for the TCC.
Conduct training, provide coaching & mentoring on all aspects of EOTM.
The implementation of a QA management system & ensure that the system is being applied in a fair, equitable manner, that accreditation, licensing & monitoring does not interrupt or delay MA projects.

Project reporting:

The incumbent will report to the CAR based EOD Training Officer & is responsible for writing the below reports:
1 progress report due after 1 month & a half after the beginning of training activities.
1 final report.
The EOTM Training / Mentoring Officer will update our clients staff on progress on a weekly basis.
Weekly report detailing all activities conducted that week.
Weekly report detailing future activities.
QA reports & tracking report.
Mission reports as required.

Key competencies:
Advanced University Degree (Master’s Degree or equivalent) with a minimum of 2 years of relevant experience or First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 4 years of relevant experience or Military Experience with a minimum of 9 years of relevant experience.
Explosive Ordnance Disposal (EOD) Level 3 qualified (required).
Relevant experience is described as’ experience in planning & coordinating mine action activities, specifically search & detect tasks, as well as EOTM related tasks.
Demonstrated experience in training, capacity building & quality management is required.
Knowledge of the IMAS is required.
Experience with training foreign nationals in EOD.
Recent EOTM operational field experience (within the last 36 months) within a military or civilian govt. program desired.
Experience with the QA & QC process.
Knowledge of the UN system & procedures is an asset.
Computer literacy, in particular experience of using MS Office & IMSMA is an asset.
Experience working in a hardship duty station is a distinct advantage.
Experience working in Africa is desired.
Fluency in English (speaking / reading / writing) is required.
Intermediate level of French (speaking / reading / writing) is required.
Experienced in EOTM field through police or military career or equivalent (required).
Thorough training & coordination of training experience (required).
