Scope of the Work
The aim of this consultancy is to work with one of our partners in Syria to support the development of the security policies and processes and support the partner organisations’ security preparation. The consultancy will lead in developing a comprehensive but practical Security Management Plan for our partner; with accompanying annexes. The consultant would work closely with the partner management, and in consultation with field staff to best understand the context and needs of the organisation. The finished product should be accessible (not too long) and the annexes should be detachable as an emergency use document.

Proposed Methodology
The following is an outline methodology to provide an understanding of the work required, however, it may be necessary to review as the consultancy evolves:
The Consultant will facilitate a participatory process to develop a risk analysis, in consultation with the partner. The Consultant will review existing processes and procedures and advise the partner Management Team on required mitigations in line with the context. The review should include a comprehensive focus on the context/actor analysis (risk analysis), threat identification and risk treatment. In addition, the consultant will develop a review and recommendations document.
Specific needs identified through the review will require focus on contingency planning for high-risk scenarios, review and update of standard operational procedures (SOPs) for the partner organisations as appropriate, based on a comprehensive review of the security risk assessment.
The Consultant will conduct a consultation with the partner management team to understand the organisations approach, operations, and security needs. Further needs in relation to partner capacity on security maybe identified including personal security training.

Deliverables:
· Risk Assessment (risk analysis by governorate)
· Organizational Security Management Plan and Annexes;
o Annex 1 Safety & Security SOPs - Field Visits, Incident Reporting, Fire Prevention & Fire Safety, Checkpoints,
o Annex 2 Information Management
o Annex 3 Crisis & Contingency Plans - Decision Points and Activation, Crisis Communication, Hibernation, Relocation & Evacuation, Medical Evacuation
o Annex 4 Security Tree & Emergency Contacts
o Annex 5 Forms & Templates
· Partner Security Training Module developed and delivered to focal points and targeted staff.
The consultancy is managed by the Country Director, and will involve working closely with partner management and Global Security Advisor.
Timeline
The consultancy is for a period of maximum 20 days within a 2 to 3 months period and it is expected that the consultant will begin work as soon as possible.
Experience/Skills:
Essential:
· Proven experience in working in the area of safety and security in a fragile/conflict environment
· Extensive knowledge of personal security risk management process and frameworks
· Higher level computer literacy and knowledge of spreadsheet applications
· Ability to communicate in both Arabic and English Language
· An in depth understanding of the Syrian context
· Access to the partner office in Damascus
Desirable:
· A formal qualification in Risk Management, Security or related field
· Qualification in Digital Security
· Strong analytical as well as administrative and conceptual skills
· Experience of working with International INGO/UN/LNGO.
