Security Officer - DR Congo

Position Summary:
The overall role of the Security Officer is to provide country security support and guidance in collaboration with the SMT, the IMA/LWR program management team and for all staff, consultants, eligible dependents, implementing partners, and assets. The position will work closely with public health related projects, to include oversight and coordination on the protection of transport of medical commodities and support for staff working in health facilities.

Key Result Areas:
The success of this role is measured by the following KRAs:
Regular Security Reports delivered in timely manner
Maintaining and circulating to Security contact list
Performing regular drills for both offices Goma and Kin (fire/kidnaping and other basic trainings)
Monthly 5 min security training
Annual country specific security plan (CSSP)

Roles and Responsibilities:
Responsible for the security and safety of IMA/LWR staff, eligible dependents, consultants, implementing partners, assets, and programmatic activities.
Develop and implement security standards, policies, and procedures, monitor the tracking of security procedures to ensure compliance with IMA/LWR security policies.
Regular communication and cooperation with Corus headquarters security staff to ensure alignment with organizational and project policies, goals, initiatives, and general reporting and situational awareness.
Analyze and evaluate security measures to identify risks or opportunities for improvement thorough security risk assessment.
Collect up-to-date information as the main security focal point and liaise with local law enforcement as needed as well as other local and international NGOs for resources.
Conduct physical visits of field offices and warehouses in Kinshasa and the provinces to ensure compliance with security policies and regulations.
Assist in the procurement process of security equipment by providing technical specifications based on office needs to improve security.
Communicate to country staff, security status, updates, and actual or potential issues using protocols established by LWR/IMA.
Collect and analyze security data to determine security needs (based on objectives) to carry out program activities.
Facilitate safety and security training for field staff working in high-risk environments.
Manage the internal incident tracking system and ensure proper follow-up.
Manage with the Fleet Manager the tracking of program vehicles.
Liaise with the General Services Officer to ensure TISSAKIN's needs are met
Supervisory:

This role reports to the Head of Operation in Kinshasa and has a dotted line to the Head of Office when in Goma, and overall HQ security director(administrative)

This role has no direct reports
Education:

Minimum Bachelor level required, preferably in criminal justice, law enforcement, Police force, Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism, or equivalent relevant technical field is required.

Qualifications:
5 years of prior Security risk assessment / global security risk management and/or analysis, law enforcement (Police force) / Military experience with at least 3 years working for an NGO (preferably a USAID funded program).
Country Level - Security Management certification preferred.
Experience working with senior management, drivers, radio operators, security guards, etc.
Experience in providing briefings / trainings.
Experience in the set-up, staffing and running of an operations center.
Experience in assisting with the relocation and evacuation of staff during an emergency.
Computer capable
Bilingual French and English, preferred (able to read, write, speak English)
Ability to coordinate activities with other agencies, build and maintain positive working relationships.
Ability to understand complex security situation and advise program design accordingly.
Possess ability to analyze information to develop a complete picture of security situations.
Open to local nationals and individuals who are permanently and legally residing in DRC.

Languages:
Fluent French and English required
Lingala and Swahili preferred

Working Conditions, Travel and Environment
This job will be performed in an office setting with regular travel to the field and other office locations. This position will be based for 6 weeks in Goma and for 2 weeks in Kinshasa, the candidate will therefore be traveling regularly between the two main offices however, it will not limit the transport to those location as the whole territory (where the country has programs) needs to be covered in order to determine the best roads and understand local context.
