Background
War Child Canada is an international non-governmental organization with headquarters based in Toronto, Canada and is currently operational in Sudan, South Sudan, Uganda, Democratic Republic of Congo, Iraq, Yemen and Afghanistan. Its mission is to help children in war-affected communities reclaim their childhood through access to education, opportunity, and justice. In Afghanistan, War Child Canada has been working for over 20 years to support children and their families and is currently working in collaboration with local partners in seven provinces Kabul, Logar, Kandahar, Nangarhar, Balkh, Takhar and Badakhshan. Programs have benefited women, men, children and communities through a wide range of interventions which include child protection, access to education, legal aid, economic empowerment, public awareness raising, and strengthening community-based initiatives and partnership with Afghan civil society organizations
Summary of Role
The Safety and Security Manager is an important member of the Afghanistan senior management team who maintains an effective and preventive security management system that includes regular assessment of safety and security plans; maintains the country office security plan, standard operating procedures and contingency plans, ensuring these are clearly understood and complied with. The Safety and Security Manager will also be responsible for building and maintaining contacts and relationship with key actors, power brokers, and external security agencies such as INSO, UNDSS, and local government authorities. The Safety and Security Manager will keep the senior management informed of changes in the context and security dynamics and advise short term and long terms response measures.
Security Management (40%)
Regular scanning of political and security context, develop and update security plans, standard operating procedures, contingency, and scenario plans; ensure response measures are in place or clearly foreseen for each case scenario that align with humanitarian principles.
Conduct regular assessments of operational areas in consultation with local partners - assessment should include actors mapping, identification of drivers of conflict, advising the program team of conflict sensitive approach to all programs
Develop information and intelligence gathering system, provide written analysis on the political and security environment, and provide timely advise to the senior management team if changes in the program are needed
Manage the security alert system for staff – advising staff on movement, field visits and logistical arrangements
Identify and manage any required security upgrade ensuring the required standards of security equipment are in place at WCC compound(s).
Ensure the availability of appropriate communications technology (24/7 operational radio room, GPS systems on vehicles, satellite phones, emergency equipment, CCTV etc); orient all staff to emergency communication procedures and technology; test and maintain emergency communication systems, analyze results, and make appropriate revisions; maintain an updated emergency communication contact list.
Ensure that the Security Management Plans are clearly understood by all staff.
Agree to abide by all policies and procedures in place.
Periodically review and update security materials (fire extinguisher, smoke detector, emergency boxes, safe room, emergency alarms and other security devices that are installed in the compound.
Coordination & Communication (40%)
Maintain key contacts – security agencies, security focal points from other NGOs, Police, hospitals, UNDSS, INSO – keep her/himself and the Country Director (CD) fully informed of the changing context and measures adopted by other that can be used/replicated
Work closely with partners to Map key power brokers, actors (both state and non-state) and propose engagement strategies
Build inter-personal relationship with government ministries and authorities, who can be reached out in emergency
Support Manager Administration with processing of work-permits and visa for expats, consultants, and visitors – as a focal point with Ministry of Economy, Ministry of Foreign Affairs, and Immigration Directorate.
Attend meetings and round table discussions with INSO, sharing notes with CD
Maintain strong coordination with partner organization; organize weekly calls and get updates; support them with security management matters.
Personnel Management (10%)
Directly manage Security Officer/Radio Operators and compound guards, assess their performance on daily/weekly basis and provide tasks as per working schedules
Conduct capacity gap assessment of all security staff; support with capacity improvement through regular on the job trainings, coaching and mentoring
Participate in the hiring of new staff; responsible for on-boarding and assigning responsibilities
Assist staff with developing objectives and conduct bi-annual and annual performance appraisal
Support to SMT (10%)
Pro-active participation in SMT meetings, provide input especially on political and security landscape, changing context and response strategy
Support the CD and SMT with incident and crisis management and reporting
Perform any other task as and when delegated by the CD
Qualification & Experience
Bachelor’s degree in management, public administration or humanitarian law, master’s degree preferred
Minimum of 5 years of progressive work experiences with non-profit international humanitarian assistance program(s).
Minimum of 3 years security management experience in humanitarian, military or police setting
Certification in advanced security training e.g., HEAT
Skills
Fluency in written and verbal English with strong analytical and critical thinking skills.
Advanced level understanding of communications technologies
Dari or Pashtu is mandatory
Excellent computer, MS office skills
Good reporting skills including incident report writing
Extremely organized. Strong in security training skills.
Willingness to travel and stay in remote areas when needed
