I. Role and responsibilities
The Health, Safety and Security Officer is responsible for Health, Safety and Security activities at the Kaga Bandoro base.
Under the direct responsibility of the Area Manager and the technical responsibility of the Health, Safety and Security Manager of the mission, the Health, Safety and Security Officer will be responsible for:
Promote and stimulate the culture of risk management Management;
Provide advice to the Area Management Group (AMG) based on changes in context;
Oversee and support the management risk management of the area office for the staff, assets, operations and reputation of the NRC;
Implement the global NRC Management management system at regional level and provide reports as needed;
Develop and maintain area HSS documents and procedures;
Act as an advisor to the Area Manager / Base Manager of the area incident management team during a crisis;
Perform security risk analysis (SRA / SWIF) and condition reviews under the supervision of the Country HSS Manager;
Help organize training for HSS staff at the zone level;
Network, communicate and cooperate with the relevant external actors of the security manager in the region;
Facilitate access to the team in H2R zones.
Provide and document information sessions on the health, safety and security risk of the personnel, as required. This includes HSS briefings to new staff and zone level visitors.
Immediately report any breach of safety and security rules; any threats to the personnel, operations, assets or reputation of the NRC; all incidents, including near misses;
Ensure proper filing / record keeping of security related documents.
Ensure that all staff have completed operational security training (Basic First Aid Basic and Advanced Training, HEIST and BSAFE);
Be responsible for security coordination with OCHA INSO, UNDSS, MINUSCA and NGO Security Officers on site;
Collaborate with the HSS Manager in the security assessment for NRC sites (offices, residences) to ensure compliance with the Minimum Operating Security Standard (MOSS);
Ensure the movement of personnel via TerraMar;
Provide additional training for guards in accordance with the NRC SOP;
Support investigations and report on violations of NRC security rules in the strictest confidence;
Collaborate with the HSS Manager in the development and implementation of security protocols for NRC programs as well as during the development of contingency plans and standard operating procedures;
Monitor the security situation in NANA GREBIZI, KEMO and all areas of intervention in the Kaga Bandoro Area and notify the HSS Manager of important events / incidents;
Liaise between NRC and government authorities as well as traditional security authorities;
Prepare the weekly and monthly report on the security of the offices and communication equipment in the field;
Ensure the briefing and debriefing of the teams before and after each mission;
Update the tracking system, contact list with stakeholders (including dialogue with the de facto authorities and other people controlling the areas);
Help understand the context in hard-to-reach areas (Had to reach Area);
Assist in the development of an access and acceptance strategy in collaboration with the HSS Manager;
Strengthen the negotiating capacity of field teams. ** II. ** Competences
Professional competences are the qualifications, skills, knowledge and experience which are essential to ensure a good performance.
Qualifications and professional experience
At least 2 years of experience acquired as a security officer in a humanitarian / recovery context;
Previous experience demonstrated as a trainer an asset;
Professional qualifications in general management, HSS and / or risk management;
Previous work experience at Prefectural level;
Experience or qualifications in humanitarian access;
Experience or qualifications in negotiations;
Experience in risk management for implementing partners or remote management;
Previous experience working in complex and unstable contexts.
2. Skills and knowledge
Documented results related to the responsibilities of the position;
Knowledge of own skills / leadership profile;
Proven results on the responsibilities of the position;
Speak and write French easily;
Speak local languages;
English an asset.
