Purpose Of Assignment:
While DKH is not planning to directly implement humanitarian projects, it wants to ensure that the partner organisations in Yemen have the administrative and technical capacities to implement their projects and programmes according to highest quality standards possible. DKH wants to ensure that the humanitarian response in Yemen is meeting expectations in all relevant aspects, that DKH can fully rely on the partner organisations, and an added-value becomes visible through the own presence on the ground.
The consultant manages the DKH Program Staff and ensures coordination with partners on proposal development and reporting, and during program implementation (incl. needs assessments, targeting and evaluation) providing technical, administrative as well as other backstopping to the partner organisations. It is a continuous effort to increase and further strengthen relations with the local partner organisations and building their capacities while ensuring quality standards.
Work Context:
In June 2019, DKH registered with MOPIC in Yemen to work with government agencies, national partner organizations, and the wider humanitarian community to provide emergency response and resilience building initiatives across the country.
DKH started with small pilot initiatives for the provision of life-saving emergency response with selected civil society organisations in Yemen. Currently, larger-scale programming is in preparation phase. DKH is currently operating primarily from its office in Aden.
DKH recognizes that there is active conflict in parts of the country and a possibility for further expansion of the conflict and violence into other areas. Staff must comply with all DKH security policies and procedures.

4 Purpose of the Position / Overall Task
Overall task of the HSS Consultant is to provide operational support to DKH Yemen Country Office (CO) and its partner organizations (PO) in the design and implementation of HSS tools.
DKH
Complete HSS policy and templates (including local adaptation based on standards SOPs; and simplification to ensure adoption – e.g. travel request form).
Complete Area Risk Assessments for DKH Areas of Operation (AoO): Aden, Mokha, Ataq, Marib, Sana´a (and transit areas)
Finalize a ´Welcome Package´ for incoming consultants
Through a review of partner documentation, an assessment will be made of skills to meet quality standards, and capacity building needs will be identified.
The consultant works on equal footing with: DKH Logistics and Security Manager
The consultant works in close coordination with Country Representative, Security & Logistics Manager, Finance & Admin Manager, DKH Global Security Advisor at Head Office.
5 Description of Tasks
1) DKH - HSS policy and templates
Finalize HSS policy and templates
o Review of current documentation and standard HSS policy
o Amend the policy where required and submit to SMT/HO for final approval
Ensure local adaptation, based on standards SOPs; and simplification to ensure adoption (eg. travel request form).
o Complete Area Risk Assessments for DKH Areas of Operation (AoO): Aden, Mokha, Ataq, Marib, Sana´a (and transit areas)
o Prepare a set of SOPs and annexes, including on:
Visitors (national at office, international)
Finance (cash management)
Key management
Field visits
International staff movements in Aden
Training
o Monthly checklist for security matters
o Finalize a ´Welcome Package´ for incoming international consultants (including updating the pre-departure security brief)
2) DKH – Building security assessment
DKH recently relocated its office and Guest House. The assessment should give recommendations for security upgrades, indicating relative importance/priority for each enhancement
3) DKH - Training
o DKH staff training on newly developed SOPs
4) Partner – Training
o Conduct a 3-day training for senior partner staff, responsible for HSS within their respective organization
o Outcome: Identify joined areas for improvement; Develop a capacity building plan for future support to continue enhancing their policies and practices.
PARTNERS / GFFO-specific
5) GFFO partners (YFCA and BFD) in Shabwa and Marib
o Review of partners´ HSS policies, SOPs and Risk Matrix. Identify gaps / make concrete recommendations
o Compare DKH risk analysis in combination with DKH Safety and Security protocols for the area of operation (Shabwah and Marib governorate) with those from both POs and provide tailored recommendations on improvement to ensure all relevant aspects are covered
o Review of partner security decision-making and roles/responsibility delegation (at Head Office and Field Level)
6) Training
o Conduct a 2-day training a partner field staff (YFCA and BFD) on their SOPs and best practices
7) Any other issues
o Support the Logistics and Security Manager in his tasks as appropriate/required
o In case the situation requires additional tasks may be assigned within the scope of this Terms of Reference

Qualifications , Expertise And Skills :
· At least 7 years’ experience in a safety and security role with a minimum of 3 years’ experience working directly with field-based NGOs in and on insecure/post-conflict environments. Previous private sector experience is an advantage. Experience in Yemen is an advantage;
· Demonstrable understanding of safety discourses and dynamics as they relate to NGO operations and humanitarian coordination mechanisms.
· Sound knowledge of security assessment techniques, risk management methodology and security policy development, proven track-record applying these skills in a hostile environment, experience in Yemen is an advantage**
· Sound knowledge of and skills in writing Security Protocols, plans and SOP**,** incl. the revision and control of related documents;
· Profound technical knowledge in security systems, esp. CCTV and access control systems.
· Experience designing and delivering training courses, particularly with respect to tactical 1st aid. Any prior work experience and/or certification in this field is a strong asset.
· University degree (or comparable work experience) in a relevant field; ASIS CPP or PSP are a plus;
· Experience in working through local partner organizations based on equal partnership principle and in providing them technical and other backstopping support is valued;
· Good understanding of humanitarian principles and other key principles of international NGOs including accountability, impartiality, neutrality, independence;
· Languages: Fluent in written and spoken English. German and Arabic are a strong asset;
· Excellent coaching and mentoring skills, ability to listen, to organize and to present information, views and concepts in a concise, understandable and interesting way for a variety of audiences, both written and oral;
· Experience working in different cultural work environments & ability to perform tasks with sensitivity to the local culture, to interact effectively and professionally with persons from diverse cultural, socio-economic, educational, ethnic and professional backgrounds;
· Experience in working in fast changing contexts of sensitive political nature while remaining organized, detail oriented, and able to work under pressure with minimal supervision;
· Team player with outstanding personal attitude: especially sense of responsibility, diplomacy, concern for quality, result orientation;
· Outstanding personal values: integrity, commitment, respect for diversity, patience, and sense of humour.
