Core Functions / Responsibilities:
Collaborate, coordinate and establish networks with other international organizations, government security services and agencies working in the security management field, ensure appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained.

Develop the required understanding of the security management for IOM programs in the country. Keep abreast of all changes and developments as they occur and provide information and Security Risk assessments in areas where CO works or is planning to work with its teams. Ensure that appropriate safety/security information is disseminated to CO’s staff members, utilizing official IOM security communications systems such as SCAAN.

Maintain a close working relationship with the UN Department of Safety and Security (UNDSS) and appropriate IOM security Focal Points regarding all aspects of safety and security of the CO and its programmes.

Conduct security assessments/evaluations, monitoring country security threats/trends, in close collaboration with the RSO and Office of Staff Security (OSS) Operations Centre.

In coordination with the RSO, regularly review and monitor compliance on the Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). Participate and engage proactively in the Security Cell Meetings and actively provide technical guidance to the COM on issues raised by the Security Management Team (SMT), ensuring that IOM-specific operational requirements are considered for implementation of security measures and adherence to the UNSMS Policy on Gender Considerations in Security Management.

Regularly conduct a security training needs assessment and develop, deliver, and/or coordinate the delivery of the security trainings for IOM personnel in Burundi CO, in coordination with UNDSS and other UNSMS agencies and organizations. To the extent possible, the Security trainings can be extended to the relevant implementing partners, as required.

Document staff deployment numbers (slots) established for the CO by the UN Designated Official during emergencies, in coordination with the SMT and UNDSS.

As required, in coordination with UNDSS and other relevant security partners, contribute to the development and implementation of CO specific emergency communications system, warden system and evacuation plans. Warden testing methods should include multiple systems, including SCAAN.

Test the functionally and implementation of IOM-specific emergency communications systems (SCAAN) to ensure they are functional, effective and address the requirements of the CO and its programmes. This includes actively checking the SCAAN dashboard and posting relevant security advisories in a timely manner.

In coordination with the COM and the RSO, conduct preliminary enquiries in respect to any security breaches/incidents in Burundi CO, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected, and appropriate and corrective measure are taken.

In coordination with the RSO, support the COM in the development or updating Burundi CO’s Business Continuity Plan, proactively advise the COM in its regular testing.


Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education

• Master’s degree in Military Studies, Law Enforcement, Social Sciences, Security Management, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Equivalent studies in the National Armed or Security forces of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.

Experience
• Experience working in security management, military experience, law enforcement, Disaster
Risk Management preferably at an international level;
• Previous experience in UN/IOM Missions, International Peacekeeping or Emergency Missions is an advantage;
• Familiarity with the Region’s context and previous working experience in Burundi is an advantage;
• Experience in planning and execution of security agencies or organizations security policies is highly desirable;
• Familiarity and demonstrated experience with Government relations and advocacy;
• Must have a valid driver’s license and previous experience in dealing with law enforcement agencies is an advantage.

Skills
• Passing the UN Security Certification Programme (SCP) is highly desirable;
• Proven ability to collaborate with senior military and government counterparts;
• Excellent knowledge of the IOM project management cycle;
• Demonstrated expertise in the thematic area relevant to project development;
• Good knowledge of UN and bilateral donor programming.

Languages
IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
