Job Description:
In order to facilitate and to maximize the impact of the humanitarian operations financed by the European Union and of the EU civil protection activities coordinated by the European Commission in Great Lakes regions, central and southern Africa, a humanitarian security expert will be appointed to the post of Technical Assistant as Regional Security Coordinator (RSC) by the European Commission’s Directorate General for European Civil Protection and Humanitarian Aid Operations (DG ECHO).
The Regional Security Coordinator (RSC) is responsible for the management of DG ECHO’s regional security and crisis risks in the Central Africa and Great Lakes regions.
Key Responsibilities:
He/she oversees and provides guidance to the Regional and country offices on security and crisis management and ensures appropriate protocols and procedures (contingency plans, standard operating procedures, etc.) are in place, including aspects and evacuation;
He/she provides pre-mission risk assessments (“mission clearance”) and provides support and advice during the mission and its preparation;
He/she will conduct security assessments for ECHO’s staffs, operations and infrastructures and updates plans as needed;
He/she monitors situation at regional and local level, identifies threats and advises on mitigations measures;
He/she will follow up on security incidents ;
He/she will raises awareness and ensure the respect of security procedures;
He/she will develop and maintain a network of relevant partners;
He/she will deploy where required within the area of responsibility to ensure security
management in addressing emergency response needs;
He/she will carry out other duties as required by the Security Sector.
This role is carried out under the supervision of the Security Sector, the Head of the Regional Office and in collaboration with the Heads of Offices of the concerned geographical area.
Place of assignment:
The Regional Security Coordinator is based in ECHO Regional Office in the Democratic Republic of Congo (DRC), Kinshasa. The Area of Responsibility of the RSC based in Kinshasa covers the Central African Republic (CAR), Cameroon, DRC, Mozambique, Angola, Madagascar, Rwanda, Burundi, Tanzania, and all the countries to the south of DRC and Tanzania, including South Africa. The key drivers of crisis affecting the concerned region are conflicts and natural disasters (notably drought), which result in massive displacements (protracted and new, internal and international) and food- nutrition insecurity. DG ECHO operations cover mainly protection, emergency multi-sectorial assistance, health, food assistance, WASH and Education in Emergencies.
Humanitarian projects in this region are often implemented in insecure environment, with limited access to beneficiaries and issues related to respect of humanitarian principles.
Qualification requirements and assets:
DG ECHO general language requirements: fluency in English or French (minimum C1 level) is mandatory; with a good command of French or English or Spanish or Arabic or Portuguese as second language.
For this post, an excellent command of French and English is compulsory. A good command of Portuguese is an asset.
Requirements for the post:
The candidate should:
Have university degree (or equivalent) in security and crisis management ; or military
or police academy (officers); bachelor or non commissioned Officers (or police inspectors) academy;
Have at least 5 years of experience in security management including 3 years humanitarian professional field experience in managing security and a minimum of 2 years relevant experience in the area of expertise outside the European Union and other industrialized countries, other than their country of origin;
Have a valid driving license.
Ability to work under periods of stress e.g. security incidents, crisis and evacuation
Assets:
Security relevant training and certification;
Good command of Portuguese.
