Director, Global Safety & Security

Summary
The Director for Global Safeguarding, Safety and Security is responsible for leading organisational initiatives to protect staff and participants from any harm and abuse and protect ChildFund International assets and operations from any damage. Provide strategic and technical leadership, promotes learning, mobilises and stewards’ resources and engages with the wider development community.

DUTIES/RESPONSIBILITIES

Safety and Security:
Lead organisational efforts to promote staff safety and securing, including providing vision, leadership and training initiatives to organisational efforts that enhance staff safety and security while ensuring specific and defined mechanisms are in place to address safety and security risk.
Oversee Organisational Safety and Security Guidelines, Policies and Procedures, including recommendations to correct deficiencies, provides quantitative and qualitative analysis and reports to senior management groups as required.
Support emergency responses by assessing emergencies, identifying safety and security aspects relating to program interventions, establishing security and communications support systems and communicating internally/ externally.
Provide ‘around-the clock’ monitoring of global security conditions, with particular focus on the countries where ChildFund operates. Anticipate and respond directly and proactively to staff who may be impacted by emerging events or conditions.
Guide and assist Crisis Management Team (CEO Mgt. team) on all safety and security issues during crisis periods and lead management of critical security incidents (i.e., hostage event).
Develop and maintain linkages for ChildFund’s Civil-Military coordination procedures and standards. May require direct interaction with military forces on behalf of ChildFund during both emergency and developmental responses.
Serve as external and internal resource, to raise the profile of ChildFund, particularly around safety and security of NGO workers in collaboration with other NGOs, international organisations, governments, and external stakeholders.
Safeguarding:
Lead and manage organisational policy and procedure to prevent harm, exploitation, and abuse.
Support organisational reporting and response mechanisms and action regarding safeguarding issues and/or violations.

Project and Staff Management:
Provide day-to-day management, coaching, and support to Regional Safety and Security Team and Country Office’s security points of contact.
Oversee GISF North America project team to align with ChildFund processes and work closely with GISF’s team to achieve project objectives.

MINIMUM QUALIFICATIONS/EXPERIENCE
10 years of senior security experiences, 5 years must be in a safety and security management role and minimum of 5 years in an overseas post utilising an influential style of leadership.
Subject Matter Expert in safety and security management related to the security and protection of NGO field workers, and legal protections/ rights of aid workers and the populations they assist.
Demonstrated success in the building, managing, coaching and development of dispersed, geographic, and multi-disciplinary teams.
Knowledge of grants submission and management and donor-specific security requirements.
Proven ability to set strategic direction and develop operational plans.
Strong report writing, presentation design, public speaking, and interpersonal skills.
Demonstrated ability to exercise superior judgment, political and business acumen and problem-solving skills under stressful circumstances.
Strong computer skills, using Microsoft Office suite applications.
Organised, team player, self-starter and results-oriented individual.

OTHER REQUIREMENTS
Ability to respond to crisis and emergency situations.
Ability to work under difficult environmental conditions.
Required to travel, up to 25%.
French, Spanish, or Portuguese language skills a plus.
Prior UN or INGO experience preferred.

EDUCATION
Bachelor’s degree in development or security related discipline or equivalent combination of training and experience which provides a broad range of security related experiences.
