Law Enforcement Investigation Expert - Jordan

Position Summary:
The Law Enforcement Investigation Expert will design and lead program activities to improve law enforcement infrastructure and systems for investigation and management of domestic violence cases, as well as improve the training program for police officers. This position reports to the Deputy Chief of Party.

Responsibilities:
Lead assessment of police capacity and capability to investigate allegations of domestic violence
Work with counterparts at the Public Security Directorate to draft police protocols for domestic violence (DV) intake and response
Advise the Royal Police Academy (RPA) on increasing recruitment efforts of female police candidates into special units to respond to DV
Identify a police station to pilot a DV task force
Design a specialized training program for Judicial Police DV Task Force that integrates trauma-informed care (TIC) approach to investigating allegations of DV
Lead training of trainer (TOT) sessions for RPA instructors on intake procedures; interview survivors, witnesses, and offenders; share communication protocols with hospitals/shelters; and collaborate with prosecutors
Assess DV task force pilot project for potential scalability
Draft sustainability plan for DV task force

Qualifications:
Bachelor’s degree in security studies, criminology, criminal justice, or similar field required
Basic knowledge of barriers to services for survivors of domestic violence and interest in supporting this marginalized group
Minimum of eight (8) years of experience in law enforcement (civilian or military), including four (4) years specializing in domestic violence and/or sexual and gender-based violence (SGBV) investigations
Experience designing and leading interactive, skills-based training programs for police/military
Demonstrated knowledge of trauma-informed care approaches to working with DV survivors, including children
Arabic fluency (speaking, reading, and writing) and English proficiency required.
