Description
We are recruiting a Police Mentor in Somalia who will help develop a competent, self-sustaining Somali rapid reaction team in Mogadishu that has the skills to run proactive human rights compliant, intelligence-led terrorist investigations (supported by external oversight, training and mentoring) through from pre-arrest, arrest, pre-charge detention, investigation, remand, prosecutions and post-trial detention.
Roles and Responsibilities
Train and mentor police to develop their capacity and capability to run joined-up investigations, and work towards the sustainability and self-sufficiency.
Provide input into the strategic development of the trainees integration with the Somali Police Force.
Develop an extensive training programme for the arrest functions that could include:
Compliant arrest procedure, rule of law training and search training of people, buildings and vehicles.
Specialist firearms training.
Management systems training and guidance.
Hard arrest training.
Communications training.
Trauma medical training.
Deliver training and mentoring in line with the current programme planning, including allowing for the cadre to deliver some modules and therefore strengthen their skills as part of the long-term sustainability ‘Train-the-Trainer’ model.

Experience of and up to date qualifications in the use of, and training of firearms.
Excellent inter-personal and communication skills
Experience of wide-ranging stakeholder engagement, including experience of working with the Government, international partners and military personnel.
A track record of delivering results through complex and challenging programmes in fragile and conflict affected states
Gender and conflict sensitivity training is desirable.
A minimum of Security Check (SC) clearance by the start of the project
Experience and knowledge of Somalia and the wider East Africa region is desirable
Train-the-trainer experience is desirable
