We are presently identifying candidates for the following position: K-9 Advisor. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications—
Local National (Guatemala)
RSO Clearance
University Degree in Law Enforcement/Police Sciences and five (5) years of experience as K-9 instructor/handler for dogs and handlers; or a Guatemala Police Force Certificate and 10 years' experience as a K-9 instructor/handler for dogs and handlers.
FSI level 4/4 Spanish; experience providing briefings in Spanish;
Ten (10) years’ experience as a working member of the Guatemalan national police;
Experience and knowledge on basic K-9 first aids;
At least two (2) years of experience on train the trainer basic skills;
Proven certification or recertification as K-9 instructor by a U.S academyResponsibilities—
Plans and executes mentoring development programs that will enhance the canine unit’s readiness and internal training sustainment to ensure the detection capacity remains within acceptable levels according to U.S standards.
Ensures that appropriate veterinarian services are available and the veterinarian is maintaining proper health, hygiene, and safety standards.
Makes sure that SGAIA’s K-9 first aid clinics are equipped and maintained in proper conditions.
Ensure the proper medical treatments are provided properly, effectively, and efficiently, with the overall health and welfare of the canine in mind.
Conducts in-country site visits to approve locations, re-validation, and advanced canine courses.
Possesses a working knowledge of monitoring and evaluation processes and standards of performance measurements.
Will conduct periodic site visits to all INL programs K-9 Unit’s to ensure compliance with EUM INL standards and guidelines. May assist with other EUM for all INL programs when needed or required by INL program managers.
Maintains and records accurate training records related to trainings.
Work closely with the ECEC canine unit director to develop SOPs, and implement best practices along with unit management, administration and operational support capabilities.
Briefs the CN program manager and CN advisor regarding the mentoring and evaluation activities on a weekly or more frequent basis.
Develop weekly storyboards to highlight mentorship activity and K-9 successes in seizures.
Maintains and manages equipment inventories destined to the K-9 unit and assists the program advisor with yearly reporting and acquisition requirements.
Responsible for developing and leading the delivery of specialized refresher and sustainment training to ECEC, DIDAE, Prisons Program and SBS canine handlers and instructors.
At the direction of the CN Program Manager and CN Advisor, responds to tasks, gathers information, and prepares appropriate reports.
Participates in writing/formulation documents/evaluations and recommendations.
Completes a weekly checklist to ensure program management concerns are documented and milestones are being met.
Performs other duties as assigned.
