Purpose of the Job:

The purpose of Health Safety and Security Coordinator is to support the Area Manager on Health, safety and security functions at NRC Area level.

Generic responsibilities:
Ensure adherence to NRC policies, handbooks, procedures and SOPs/guidelines
Ensure adherence to Security and Risk Management policy and procedures
Coordinate and assist with budgets and costs for the Area office’s shared costs and support functions
Provide Health safety and security support in the training and development of staff
Provide high quality security support to project implementation at Area level
Hold regular meetings with key external partners and stakeholders, included but not limited to, the UN, ANSF, community representatives and other actors impacting on safety and security
Promote NRC’s image as a neutral, independent and impartial humanitarian actor
Provide input on security in Area level planning, and to coordinate and align security support with program plans at area level
Responsible for implementation of Afghanistan-specific SOPs, guidelines and plans (such as Security Management Plan, Contingency Plans and Medical Evacuation Plans), including physical security, in concerned Area.

Specific Responsibilties:
Oversight and implementation of Health, safety and Security Management Plan, SOPs, Minimum standards and associated documents at Central Area level
Representing Health, safety and security issues at AMT level, as well as support the Area Manager on security issues
Periodic and ad-hoc reporting to the Area manager, including analysis of conflict dynamics, actor mapping and external source liaison
Leadership of Security Officers and Assistants in tasks such as SRAs, training, stakeholder engagement and access negotiations in line with Program requirements
Facilitating safe and responsible program activities in hard-to-reach areas, including those that are operationally challenging and with high levels of non-state armed group influence
Cultivating a transparent, accountable and analysis-driven security culture across the Area
Technical support for security staff such as Security Officers, Assistants, and Guards and Radio Operators under them
In coordination with the Area Manager, maintenance of extensive information networks across a range of sources, including but not limited to conflict actors, government, UN, other NGOs and community gatekeepers

Generic professional competencies:

Bachelor degree in BBA or Management or any other related field.

Minimum five years’ experience of working as a Security Officer/coordinator or Manager in a humanitarian or development context

• Previous experience of working in complex and volatile contexts

• Documented results related to the position’s responsibilities

• Knowledge about own leadership skills/profile

• Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:

· Area specific knowledge of the security context and threat environment

· Extensive experience cultivating relationships across sectors and communities

· Knowledge of the language local to Area

· Completed undergraduate study/ graduated from university

· Strong conflict analysis and mapping skills

· Excellent understanding of security as an enabling function of program support

· Good understanding of security management in humanitarian context, including physical security
