Regional Security Officer - Beirut

The position will report to the Chief of the Regional Administrative Services under the overall guidance of the Regional Director and receives technical guidance and advice from the Field Safety and Security Coordinator in Geneva.
Duties

1. Ensure that robust emergency provisions are in place to maintain staff safety and security in the event of a security incident, significant deterioration of the security environment and or natural disaster. These plans must be relevant and practiced to ensure full staff compliance. Conduct staff briefings on security preparations and country situations prior to field missions.

2. In coordination with the Security Unit at headquarters, develop country-specific security risk analyses and prepare briefings on security situations for staff and management as required. Continuously monitor security threats and risks and carry out related analysis.

3. Gather and interpret related information and develop relevant security risk assessment documentation. Maintain an up-to-date security reporting system, in particular incident reports, and ensure notification of appropriate staff members.

4. Ensure that the physical and technical security of ILO premises is fully compliant with ILO and UN standard, commensurate with local threat and risks. This includes overseeing subcontracted guard-forces and third party suppliers.

5. Ensure that all staff official travel is fully compliant with ILO and UNDSS standard operational procedures and that full movement controls are maintained.

6. Assist headquarters Unit in the delivery of relevant and effective specialist security training to ILO staff members and external collaborators in the region, within the specified budget.

7. Carry out physical and technical security assessments of offices, operations, events and staff residences in Beirut on a constant basis and at other office locations covered by the Region, when required, ensuring that quality and standards are maintained and in line with the security risk management and residential security measures in effect at the location.

8. Ensure that all visiting missions receive the appropriate levels of security support, which includes an in- country security briefing and full review and security support for activities.

9. Establish lines of communication with relevant security elements of the UN Security Management System via the UN Security Cell, and other international institutions, as well as with concerned law enforcement personnel in countries in the region, to ensure maximum security coordination and safe conduct of ILO operations.

10. Collaborate with the Chief of the Regional Administrative Services and the Regional Coordinator for Human Resources to coordinate and oversee the application of field safety and security standards, travel security clearance requirements and evacuation procedures, including medical evacuation, when necessary.

11. Perform other relevant duties as assigned.

Required qualifications
Education
First level university degree preferably in social sciences, management, or a related security field. Formal multi-year education in security management, such as military or police, junior command and staff college (minimum 9 months full time). Qualification with command experience and/or formal training in security risk management (SCP certified or at least LSA certified) would be an advantage.

Experience
A minimum of five years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment. Of the five years’ experience, at least two years of international experience in security operations would be an advantage. Experience in the design and implementation of robust security and emergency procedures and plans. Experience in the design and delivery of structured training programs to a multi-cultural audience. Management experience in the public, private or corporate sector would be an advantage. Work experience on security related issues in the region, particularly in Lebanon.

Languages
Excellent command of English and Arabic.
