In view of the dire humanitarian crisis taking place in Tigray, HI Ethiopia, not present in this area, has launched an initial assessment to support the definition of an operational and security strategy. Based on the assessment initial results, the Humanitarian Access and Security Expert will support the establishment of HI presence in the Region in constant link with the Area Manager and the Program Director. While the focus will be on the Tigray region, the HAS Expert will also support the Ethiopia-Somalia Program generally with regards to context & risk analysis, security documentation, and incident management. The HAS Expert will ensure operational security management and humanitarian access based on constant watch, coordination/Liaison and assessments. He/She will constantly assess the situation, provide advice, sensitizations and trainings, develop tools, security plans, etc. He/she will institute appropriate mitigation measures, security requirements and means to support the operations, develop local contacts/connections to ensure acceptance and authorization clearance, implement the humanitarian access strategy, and modify risk analyses and security & contingency plans as necessary
Operational security management
• Support the Program Director and Area Managers in context analysis
• Follow the evolution of local, national, regional and international context.
• Support the diversification of information sources and capitalize information about key contacts.
• Develop his/her own network in order to gather and cross check information
• Provide context analysis, potential scenario and mitigation measures through regular reporting to the Program Director
• Ensure that the program is in-line with HI’s security policy
• Support the development, update and implementation of the security pack for HI Ethiopia (risk analysis, security and contingency plan)
• Follow up the application of security procedures, analyses and formalized lessons learnt to Program Director and Area Managers.
• Propose to Program Director and Area Managers improvements for the management of security in the program, particularly in the Tigray region, and participate to the planning of security procedures implementation.
• Provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for security management of the HI activities in the country including direction for future proposals.
• Conduct regular field visits for security assessments and support to staff
• Incident Management Support when needed and relevant
• Track HI’s acceptance among the community, ensuring an active acceptance strategy is in place
Representation and coordination
• Represent HI in bilateral meeting with humanitarian actors and with local actors on access and security issues
• Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security/access focal points of governmental entities if required
• Maintain regular discussion and organize regular updates on security and context with the HQ humanitarian access & security advisor.
Training and management
• Assess risk behavior from HI staff (national and international)
• Provide training and on the job training toward persons who have security responsibilities in the missions
• Organize and provide extensive training on any security related issues to all HI staff ; induction for new comers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff
Humanitarian Access
• Continually analyze the humanitarian context, identifying challenges to access, opportunities for improvement, and key actors
• Support Program Director in implementing a program-specific strategy for improving humanitarian access (specifically in the Tigray region)
• Support Program Director in dialogue and negotiations to obtain access with authorities and key stakeholders
• Support Program Director on the preparation of exploratory visits and the opening of new areas
PROFILE SOUGHT :
Qualification(s):
• University degree or equivalent experience in international relations, security, or humanitarian action
• HEAT certified
• Certificate in humanitarian negotiation
• Certificate in security management
Experience :
• Proven experience of developing and implementing security plans and analysis tools
• Proven experience of working in conflict-affected areas
• Incident Management experience
• Proven experience in producing of quality reports and documents, including maps
Skills :
• Good written and spoken English is essential
• Humanitarian negotiation skills
• Previous knowledge of the region and the context is preferred
Personal qualities:
• Ability to work under pressure and in response to changing needs
