The incumbent functions within the framework of the UN Security Management System, under the supervision of the FSA Advisor, coordinating directly with the local UN Department of Safety and Security (UNDSS) office, if available. The Local Security Officer leads in the implementation of security operations and all matters relating to the management of safety and security for staff members and OQ facilities in the country or in the region of assignment.
Functional Responsibilities
Assist FSA in collecting, updating and communicating information regarding the security situation in the country;
Assist in maintaining the Security Plan, including updating staff lists;
Assist in reporting online security incidentsaffecting UN staff, offices and assets;
Provides support in conducting security evaluations and provides advice on security measures for the residences of UN staff (RSM), as well as on latest trends and threats to staff safety and security

Assists the FSA in reporting security incidents affecting UNOPS staff, premises and assets, and assists in the preparation of security reports, such as the Security Incident Report (SSIR), survey reports and the Security Assessments.
Assists the FSA in monitoring compliance with the Security Risk Management measures and Standard Operating Procedures established for the duty station. In addition, assists with the compilation of data required for the programmes self-assessments.
Provide general administrative assistance to the FSA.
Maintain a statistical database of all security incidents in the country and analytical charts;
Maintain a database on contact details in relation to host country security authorities;
Help to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the FSA;
Maintain regular contacts with UNDSS and Security Focal Pointsof UN agencies;
Provide support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff members. Conducts security briefings, as required;
Assist the FSA in leading daily missions inside and outside Sana’a to various venues and to the UNOPS operations in other areas as required;
Assist the FSA in managing the drivers and operational vehicle in their daily tasks;
Assist the FSA in managing the UNOPS Operations room and monitoring of mission in the field and UNOPS facilities;
Maintain routine and confidential correspondence files/documents;
Duties and Responsibilities within delegated authority, the Local Security Officer is responsible for the following duties:
Ensure the security and safety of delegates, staff, visiting dignitaries and other visitors.
Provide technical advice to FSA on security related issues
Coordinates and Liaise with UN DSS on all security related matters, insure information and security incident report sharing;
Interacts with relevant parties involved in the preparation of security engagements, including external and internal meetings & conferences, provision of support to visiting close protection missions and VIP’s;
Serves as a representative on the works related to the Security Management Team for yemen, contributing to preparation, implementation and evaluation of the effectiveness of the security plan (including attendance of working groups aimed at the preparation of the relevant Crisis Management Plans and the Business Continuity Plans);
Participate in Security Cell meetings, and participate as an observer in the SMT meetings
Prepares, monitors and maintains safety and security standard operating procedures and systems, emergency preparedness and crisis management, as well as conducts security risk assessments;
Provides standardized and specialized training for staff and security personnel;
Liaise and coordinate with the local government security organizations’;
Identifies the needs and facilitate the procurement for necessary security equipment in line with the recommended preventive and mitigation measures based on the security risk management process;
Identify Emergency Communications equipment needs (MISTS);
Conduct security evaluations and providing advice on security measures for the staff and offices in coordination with UNDSS;
Assist in all security related requirements when requested
Be prepared to work in shifts and double shifts if required.
Assist with administrative related tasks if requested.
Perform back-up transport and driving duties, as needed.
Perform all other duties as requested by the FSA.
Education/Experience/Language requirements
Advanced university degree in social or political science, law, public administration, business management or security management is required.
A first-level university degree in combination with an additional 2 years relevant experience at the international level OR
a Technical/Professional Diploma in combination with an additional 4 years relevant, international and national experience OR
Secondary Diploma in combination with an additional 6 years’ relevant, international and national experience may be accepted in lieu of an advanced degree.
Substantial experience in civilian police/military with 11 years of relevant experience may be accepted in lieu of formal education.
A minimum of 3 years of progressively responsible experience in international security management.
Ability to produce Standing Operating Procedures/Security Risk Assessments/Security Plans in accordance with UNDSS methodology is an asset;
Proficiency in computer skills, including MS office, is required.
Full knowledge of English and arabic languages is essential.
Knowledge of another official UNOPS official language is an asset
Demonstrated experience and exposure in cross-border and/or international security-related issues is an asset;
Direct experience with the United Nations Security Management System is a strong advantage;
