Role Requirements
Only candidates that meet and are able to demonstrate the below hiring criteria’s will be considered:
Must be a citizen of an EU member state.
Thorough knowledge of the country's security environment with experience during the last 5 years in Afghanistan and preferably in Kabul;
Experience in overseeing a security service contract of at least 100 people proven by a minimum of 5 years' experience in a similar international position in a country with a volatile security environment, preferably with Diplomatic Missions or Representations of International Organisations, attested by reference letters from current and/or former employers;
Military or police experience, minimum rank of NATO rank OR8 and above or OF2 and above or equivalent is required;
Demonstrates composure under pressure in high risk environments;
Experience of at least 6 months in contract management, implementation, quality control and reporting;
Experience of at least 6 months in human resources and financial and operations management;
Proven knowledge of radio equipment and radio operational procedures;
Fluent English at least to level B2 as defined in the standards available at http://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr;
Fully IT-literate in Word and Excel;
Valid EU driving licence categories C, C1. Certified as B6 trained;
Excellent knowledge in first aid and trauma (First Person on the Scene (FPOS)) and fire- fighting, to be proven through relevant certificates;
Contractors applying for this post must hold a valid personal security clearance or receive a valid personal security clearance within the first nine months after deployment.
Services
Services provided by the Contractor shall be those typically expected for someone in the Position and include, but not be limited to the provision of Security Project Management services to ensure the safety and security of all client staff and other personnel who come under duty of care of EUDEL Kabul, Afghanistan.The ISM will be the point of contact with the Mission's Security Office for which any matters of concern or dispute between the Contractor and Client Afghan Mission staff and/or procedures will be dealt with solely by him/her and cannot be delegated to any of his/her subordinates. The ISM will manage the daily operations in all of its functions which will include but will not be limited to the below duties:
Be the contact point between the Contractor and the Contracting Authority.
Ensuring the professional and efficient implementation of the entire provisions of the contract in compliance with these tender specifications. This includes the use of the security equipment put at their disposal by the Contacting Client, such as, but not limited to, CCTV system, access control system, intruder alarms, fire detection system, transmitters and panic button systems, radio communication equipment, metal detectors, vehicle search equipment, guard monitoring system, etc;
Responsibility for the response to operational incidents, under the direction of the Contracting Client's designated security staff;
Supervising the Close Protection Supervisor (CPS), Security Operations Supervisor (SOS), Security Operations Room Supervisor (SORS), and the Senior Security Information Analyst (SSIA), and oversee the functions of their sub-divisions;
Ensuring that all posts are properly staffed and that the performance of the services by the company personnel is efficient. Regular but random and recorded checks are to be carried out;
Responding to specific instructions given by the Contracting Client's designated security staff;
Accountability for non-operational supervision of the contract (administrative matters including those of personnel and equipment), under the direction or in conjunction with the Contracting Client's designated security staff;
The ISM shall be responsible for developing and implementing Standard Operating Procedures (SOPs), Contingency Plans and Reporting Procedures (RP). These procedures must be validated by the Contracting Client's designated security staff and must be executed by the Contractor’s staff;
The ISM shall be responsible for all formal operational and administrative reporting. To that end he/she will organise security staff attendance at all planned meetings with the Contracting Client's designated security staff, to review the contractually required reports (setting out amongst other issues, the status of the services provided, developments related to the implementation of the contract, the review of invoices and supporting documents and licensing/compliance related issues). The Contracting Client's designated security staff may also require ad hoc meetings with the ISM.
Any other direction or reasonable request given by appropriate GardaWorld Management team in accordance with GW Standard Operating Procedures and Guidelines.
